Vague and hazy…

It’s a short week and I should feel better about that. I mean no one looks forward to these Friday schleps around antique shops, thrift stores, and used book dealers more than I do… but getting through to Friday this week has felt like a lot more than half the battle. The week has been a long trail of stupid.

I know it’s not just me, either. I’ve listened to other people express much the same opinion that the week has just been “off” somehow. Maybe everyone is mentally checked out for the long holiday weekend marking, more or less, the official end of summer. Maybe there’s a long-discarded canister of nerve gas under the building leaking and causing everyone to operate at half speed in a mental fog. It’s not strictly impossible.

I shouldn’t admit to knowingly giving anything short shrift, but the fact is that at the moment, I’m really performing no better than the rest. The only milestone I see at the moment is 4:00 Thursday afternoon. Past that, the world gets awfully vague and hazy.

On leadership and decision making…

As I was Frankensteining together another PowerPoint slide deck from lightly used and discarded pieces of other briefings, it really started to sink in that I’m working on the 6th yearly iteration of this project. It’s a project that was originally slated to be part of my life for “a year or two max” and then get handed off to the next lucky victim. It’s another in Uncle’s long train of bright, shiny promises that may or may not in any way be reflected in eventual reality. It’s something you get use to after enough years have sheered away.

I’m really only stuck on this topic today because it set me thinking about the various ways that whoever is sitting in the big chair influences all sorts of relatively minor details that can make life an unmitigated shitshow. What I’ll call “leadership personality” appears to be the only driving difference between a small, no frills, meeting the requirement sort of job, and one that has all the stops pulled out and all safeties disarmed.

For a moment there this afternoon, I was stuck with the towering reality of just how little years of collective expertise and experience count against a single moment of “Yeah, but I want to do it this other way.” It’s probably best that I don’t spend too much time dwelling on that. I’m sure I’d be told that’s a feature of the system rather than a bug. It’s a reasonable assessment that some people would even believe that.

The fact is, I’m very nearly agnostic when it comes to what decisions are made – especially if they’re only made just that one time and not jiggered about every six days thereafter until the inevitable heat death of the universe. I’ll provide the best insight and information I have, but once someone points out the approved direction of travel, I’ll head that way and keep moving until apprehended.

We’re maybe, possibly, somewhere in the general vicinity of a decision that may or may not have a large impact on something I’ve spent months out of the last five years tinkering around with. I’m just going to assume that level of interest in anything goin on in my sandbox is what has my nerves set to “on edge.”

Weekdays are interchangeable…

Tuesdays are definitely the new Monday… even though I’d be hard pressed to tell you how it was any different than a typical Wednesday, Thursday, or Friday either. All the standard weekdays just fall into a general batch of sameness as far as the eye can see. It’s gotten to the point that the only time I can really tell the difference between them is when I take note of the day of the week marked when I shoot a handful of pills out of my classic geriatric medicine storage container.

I’m not saying the sameness is necessarily a bad thing in and of itself. It’s PowerPoint, Excel, rinse, and repeat. It doesn’t take a lot of extraneous brain power unless something is slipping from the rails. Like I discovered back in my past life as a teacher, once you’ve been doing something year after year, there really isn’t much new. Most “new” efforts mean dusting off some slides I’ve been storing for five or ten years in the archive, prettying them up with some new graphics and numbers, and pasting them into wherever they need to go. It can be time consuming and monotonous, but it’s rarely hard.

I probably shouldn’t admit that. It’s like giving away some kind of trade secret. Or an invitation for fate to knock my carefully constructed web of standard answers wildly askew. On second though let’s just pretend this post never actually happened, ok?

Climate survey…

Every job I’ve ever had was driven, at least in part, by the recurring rhythms unique to the organization. Cycles are everywhere if you’re paying attention – fiscal year end, annual conferences, daily, weekly, monthly, and quarterly reports… and my very favorite, changes of command.

One of the perks of working for our Big Bureaucratic Organization is that someone new ends up occupying the top spot every two or three years. When you’ve got a good one, the time goes a little faster, but when you have a bad one at least you know they won’t be there forever. In the age old tradition of the bureaucracy, when all else fails, bureaucrats know we can outlast even the worst of the worst in their tenure. The bureaucracy was here long before any individual leader and will endure long after any individual has departed. To quote Ronald Reagan, the bureaucracy “nearest thing to eternal life we’ll ever see on this earth.”

As sure is night follows day and summer follow spring, a change up at the top of the org chart is followed by conducting a climate survey. It’s one of the tools by witch the new guy is supposed to “get to know” his organization – or at least what people are brave enough to say about it when they’ve been promised anonymity and non-attribution.

I’ve lost track of how many of these surveys I’ve responded to over the years, but I can count on not all the fingers of my left hand the number of things that have ever been improved in any meaningful as a result of them. Still, I play along, mostly because if the bosses are dumb enough to ask me how I really feel, I’m absolutely dumb enough to give them an honest answer. Since it might be the only chance during any particular boss’s tenure where I’m invited to tell truth to power, it feels like it’s just too good an opportunity to pass up.

Fortunately, after years of answering questions and very little changing I have built up quite a repository of stock responses that, after a bit of tweaking, are every bit as applicable today as they were the day I first wrote them… two, five,, seven years ago, or more. It’s just another in a increasingly long line of times when saving every scrap of previous work products as part of my Official Papers archive really pays dividends.

A late lunch…

I went to lunch at 2:30 this afternoon. Because reasons. There’s nothing intrinsically wrong about that other than the fact I usually try to snag lunch around 11. That’s reasonably close to the mid-point of my normal work day and it’s when you can run out and back without returning to find the closest parking somewhere in south Uzbekistan.

Mostly I don’t like eating that late in the afternoon because I stick to a fairly early dinner schedule. Even of weekdays, dinner is made, eaten, and cleaned up before 6:00. A late lunch throws that schedule out of whack, which nudges other bits of the nightly routine our of order. It’s all minor stuff that conspires to create a big mood by the time the day is done.

I still went to lunch at 2:30 today… not so much because I wanted to eat at that point, but because not going to lunch at all has the potential to create a precedent that I have no intention of adhering to in the future. In the absence of direct threats to life or property, lunch is a thing that’s going to happen, as much my time and inviolable as the small hours of the morning.

Long experience tells me that doing something for nothing only ratchets up the expectation that you’ll do a lot more somethings for the same amount of nothing. Even when that’s not the intention, it’s an idea that I’m determined not to allow to take root even by accident… although getting back at 3:00 and leaving at 4:00 does have a certain charm.

Feeling a little nostalgic…

It’s been a minute since the last time I spent a day glued to NOAA weather briefings, memorizing Department of Transportation route plans, and casting a professional eye towards America’s excess bottled water and ice production and storage capacity. It was a gig that required finding ways to say yes as often as possible, but also offering definitive “no’s” when there was no way to get there from here. I mostly enjoyed the work… and I was good at it.

On days when the storm flags are up, I almost miss it. Working hurricanes was one of the few times in my career I could draw a straight line between the work and the outcome. It was more than editing version 26 of the next set of PowerPoint slides. Getting personnel and supplies marshaled and delivered to the people and places where they were needed was possibly the only time in my long career I’ve felt like I was legitimately accomplishing something.

Now, the TV screens are flickering between cabinet secretaries resigning under fire and the arrival of what should be a routine, if not trivial, tropical storm along the Gulf Coast. With unseasonably high water on the Mississippi, a few feet of storm surge, and the potential to drop ten or more inches of rain in a few hours, Barry isn’t an unusual storm… but he does does arrive bring an unusual confluence of factors that probably don’t bode well for New Orleans and southern Louisiana.

My armchair professional best guess is that the levees will hold this time, but the bigger factor will be the city’s pump capacity. Not even the vaunted pumps installed after Karina are sized to de-water that much sustained rainfall over a period of hours.

I know tonight over at 500 C Street, SW there’s a small army of FEMA personnel and an array of planners from the federal partner agencies making educated guesses on what’s needed, when it needs to get there, and how to deliver it effectively. On days like this, I miss the urgency of that kind of work… but lord, I don’t miss the 16 hour days.

A tempting target…

Back in April, Senators Jeff Merkley of Oregon and Maggie Hassan of New asked the GAO to launch a study on “risks that fossil fuel stocks currently present” to those invested in the federal government’s Thrift Savings Plan (TSP). The distinguished senators then go on to imply that the TSP should create funds that “incorporate climate change risk” as part of the 401-k style program’s offerings.

Part of the allure of the TSP is its remarkably small fee structure – it’s very cheap in comparison to many other funds. Fees are low, in part, because TSP is simple. It’s got five basic index funds and five “lifecycle funds” that automatically reallocate participant’s money based on target dates. It’s got an elegant simplicity that’s historically effective at creating wealth for its participants over their long careers.

Look, I accept that climate change is a real thing. I also don’t have any particular love of the energy sector – many leaders in the area are losing value. That’s my real issue with them, though. If we’re going to drop energy companies from a portfolio, do it because they’re not making us money – not because some holier-than-thou senator wants to score a few political points.

Congress never saw a big pot of money sitting around that it didn’t want to stick its whole hand into. With $500 billion in assets under management I can understand why the TSP is an awfully tempting target. That said, the very last thing I want to see is a good thing turned on its ear by driving TSP to respond to whatever political views happen to hold sway at any given moment. Treating retirement funds as just another political football is almost a guaranteed way to manage to take another slug of cash out of my pocket.

There are already fund options out there for just about any special interest that wants to play in the market – whether your “thing” is gender diversity, sustainable energy, human rights, or a laundry list of other causes. TSP should remain a broad-based set of fund options targeted at replicating the market overall and building wealth over time for the wide swath of federal employees. Catering to the few individuals who can’t seem to be satisfied with that just doesn’t make senses… unless of course you’re more interested in enforcing ideological purity than in making good financial decisions. Surely no member in the United States Senate could ever be accused of that.

People are weird…

So I get passed a lot in the morning on my way to the office. First, I’m usually driving a Jeep, which isn’t a vehicle anyone really associates with speed. Second, I’m driving to work. Why the hell would I be in any kind of rush? Ending up with a ticket on my way to work is the very definition of a situation that would just add insult to injury. A stead 60 in a 55 feels like laying on plenty enough speed for the occasion.

The reverse trip away from the office in the afternoon is something altogether different. That, you see, calls for every fraction of extra throttle that prevailing conditions allow. Interestingly enough, it’s during these afternoon drives when everyone else seems to be lackadaisically content with skittering around at or below the posted speed limit.

Maybe you can file this one as just another reason why I don’t really understand people or what motivates them. Given the option between racing to the office or racing home, I have no earthly idea why they’d choose the former over the latter. People are weird, man

Twelve hour days…

There was a time in my career I would have done back flips about the possibility of working 12-hour shifts. The work week that consists of basically three days on four off, the possibility of a steady supply of overtime, night differential, and holiday pay. Now that I’ve over-topped my projected career halfway point, though, the idea is less appealing on just about every level.

I’ve never wanted or expected something for nothing. I don’t mind doing the work in exchange for the pay… but in any duration that stretches on for much more than eight hours, I lose interested and focus at an alarming, perhaps even exponential, rate.

I’m not shy about telling anyone that I’ve long since reached the point in life where, with a handful of possible exceptions, the only place I really want to be is home. I’ve spent a not insignificant amount of money just to have those four walls and a roof. There are dogs and a cat and a tortoise there. The furniture is comfortable. I control the temperature and in a pinch can even make my own electricity. I’ve spent a half a lifetime filling the space with objects of at least personal significance. If it wasn’t the place I most wanted to be, I’d be concerned that I was doing something completely wrong.

I suppose that’s all a long way of saying that I’m going to take a pass at “volunteering” my name for the short list of people who might be willing to sign up for 12-hour days at some indeterminate point in a possible future.

On the transient nature of management…

After sixteen years in harness, I’ve more or less lost track of the number of different first-line supervisors I’ve had. It would have to be somewhere north of 10 and even at that I feel like I could be miscounting on the low side just a bit.

The nature of the bureaucracy is that the cogs are more or less interchangeable to a certain degree. It’s perhaps even more true of management positions than those where people need to be technical experts. The fact is, though, that some bosses are just better than others. I’ve had bosses I dearly loved working for and other who I drove a third of the way across the country to get away from. The good ones are to be savored. The bad ones to be endured. The mediocre ones, well, you mostly hope they’re indifferent or are at least willing to stay the hell out of your way.

In a few weeks we’ll be getting the next new boss in my little corner of the bureaucracy – a mercifully known quantity who seems to have good pre-existing relationships with people in other corners of the cube farm who could be helpful in getting things done. It’s an infinite improvement over the grab bag possibilities of someone dropped into the role from somewhere “outside the family.”

I’ve worked for the current boss off and on for various lengths of time over the last four years – making him probably the boss I’ve worked longest for during my entire run as cog #2674323 in this Large Bureaucratic Organization. Settling in with a new hand on the tiller should, be, uhhhh… interesting times for all involved.

Immediately after this small transition we’ll endure the arrival of a new Olympian high atop the org chart, so whatever rumbles and ruffles occur during changes here near the bottom will surely pale to insignificance when compared to the mayhem and chaos that sort of transition can carry with it… so I’ve got that going for me, which is nice.
