So you were expecting a thank you?

Secretary Hagel announced this afternoon that the department was reducing it’s number of planned furlough days for civilians from 14 to 11. That’s down from the original estimate of 22 days they were talking about back in February and March. Judging from the blip of coverage I’ve seen, the media consensus is that defense civilians should be doing cartwheels and singing hosannas at the “good news.” That’s a problem for me.

While it’s true that 14 is better than 22 and 11 is better than 14, I’m not willing to concede the point that any number of furlough days is a “good” thing. In fact it’s bad precedent for the next 9 years of sequestration planning, it’s bad for productivity, and it’s bad for morale. I’m not going to get on the band wagon of a 5% pay cut this year (after 3 years of frozen pay) being a good thing. I’m not lending even the hint of my accepting the idea that this is anything other than a political problem being solved on the backs of a workforce that they’ve already spent three years beating like redheaded stepchildren.

The story we’re being sold is that leadership has “saved” the workforce from the worst effects of the sequester. The reality is that all you’ve done is replace one really shitty course of action with another slightly less really shitty course of action. It’s hard to imagine why I wouldn’t be falling all over myself with gratitude. I wouldn’t thank a mugger because he didn’t take all the cash in my wallet and I’m not going to thank our illustrious leaders for legally doing the same thing. If they were expecting a thank you for their half assed attempt at “leadership,” boy did they come to the wrong place.

A whole lot worse…

For eighteen months, “furlough” and “hiring freeze” are words that continually show up atop the list of search terms that drag people kicking and screaming to my little slice of the internet. Having spent an outlandish amount of time bitching and complaining about both over the last two years, I guess that shouldn’t be much of a surprise. I’d love to tell you all that there’s light at the end of the tunnel and that Uncle Sam’s financial woes are behind him, well, there’s really nothing out there that indicates that’s true at all. From all outward appearances, Uncle has managed to paper over the worst of the problems for the time being. While that seems like a good thing, it probably just means that he’s managed to kick the can further down the road and that when it comes time to settle the tab, it will be even worse than we thought.

By my most recent calculation, I’ve worked under a hiring freeze of one sort or another for about a third of my career. I’m not feeling the pinch at the moment because I’m not actively looking for an eject button, but if I was options would be pretty limited. Having personally experienced the fresh hell of sending out multiple hundreds of resumes to get a handful of interviews, I don’t envy anyone looking for fresh horizons under the latest incarnation of the freeze. Even more unfortunate, I don’t see the market thawing any time soon, either.

Uncle has been warning about employee furloughs for months now. The general public reacted badly to the notion of laying off food inspectors and air traffic controllers, two very visible activities carried out by random, faceless bureaucrats. I have my doubts if there’s going to be the same outcry for defense workers. Working behind the wire, most of the public will never see or know what we do on a daily basis. As a result, us staying home for a week or a month isn’t something they see or experience firsthand. That makes us easy to ignore and therefore an excellent target of opportunity for cost reduction or avoidance.

So far, the department’s official position, at least the one that it’s opted to communicate to the workforce, seems to be ignoring the issue and hoping it goes away… at least that’s what it looks like from the inside. Predictions range from “nothing’s going to happen” to having to take the full 22-day furlough within the last 3 months of the fiscal year. Someone at echelons higher than reality probably has the smattering of a plan, but for the time being the drones are being kept well insulated from anything that resembles official information.

As we grind towards the end of fiscal year 2013, I think we’ll come through with minimal disruptions. What no one is talking about yet, and what I’m convinced is going to bight us all in the ass is that sequestration is a ten year event. Even if we ride out year one with cost savings through attrition and quietly cooking the books, we’ve still got nine years of draconian cost savings to generate…and in my mind that means things are going to get a whole lot worse in the out years before they ever start getting better.

What Annoys Jeff this Week?

1. Sequestration. Some are hailing the alleged reduction in furlough days from 22 to 14 as “great” news for Defense employees. While I agree that it is news, that’s pretty much where I’m going to have to stop. It sounds a bit to me like the Pentagon is set to announce the good news that its civilian employees still have a sucking chest wound, but it was delivered form a .40 round instead of from a .45. Neither one of those events would be welcomed as a “good news” story by most people. I guess when it comes to getting screwed with your pants on, I can’t differentiate by degrees of badness.

2. Tortoise Poop. George has been part of the menagerie for about three months now. He’s been a great, non-obtrusive addition who seems to enjoy spending most days alternately sleeping in his flower pot, sitting under his sunlamp, or grazing on mixed greens. The only problem I’ve encountered so far is that tortoise poo reeks – and I don’t mean it’s a little smelly. Think more like condensed cow manure being deposited in your living room. It’s not awful if you are home and can get to it right away, but if you happen to be at work and it festers under the heat lamp all day, well, then God help you. Yankee Candle doesn’t have enough wax to cover that shit up.

3. What is Dead May Never Die. With apologies to House Greyjoy, they ain’t got nothing on the bureaucracy. Surely one of the most agitating features of work is seeing the project that was supposed to be dead and gone three months ago, that you buried, purified by fire, and hoped to never see again, rising from the ashes to again steal time and attention away from other things you’re trying to get finished. No matter how thoroughly an idea has been debunked, disproved, and derided, just wait a while and it’s sure to come back to you. Like the murderer in a horror movie, just when you think it’s long gone, it will rise again to claim at least one more victim.

What Annoys Jeff this Week?

1. Filling in all the down time. I’ve got a marked tendency towards filling every available gap in down time with something I deem to be productive. That might be a good habit to have when you’re working full time, writing 20+ hours a week, and trying to keep a house from being covered in filth, but I’ll be honest, that part of me that is fundamentally a slacker really misses big blocks of down time – those chunks of time when I played video games, watched movies, and otherwise did absolutely nothing productive. Lately it’s been a mad dash to get it all in before crashing at 10:00 or 11:00 in hopes of squeezing in five or six hours of sleep. I’m not sure that’s going to, or if it can be an enduring schedule for me, but since there’s still so many things I want to get too and not so much in the way of time available to get to them, there doesn’t feel like there’s going to be much room for change in the foreseeable future.

2. Wants versus needs. In a perfect world I’d divide my day more or less equally between writing and sitting on a beach on some out of the way island. Unfortunately, I need to eat, need to pay rent, and need some kind of nominally stable income (which is what government work use to be before the sequester kicked in). Whereas I want to write, I actually need to work… unless I can gin up a way to start selling 137 copies of Nobody Told Me… The Cynic’s Guide for New Employees every day of the year. All I need to is improve sales by 6850% and I’ll be all set to unify my wants and my needs under one banner. I was probably happier before I knew that little factoid.

3. The Congress of the United States. One of my perennial favorites. On a positive note, they appear to have managed to pass a continuing resolution (not to be confused with an actual budget) that will keep the government open for the rest of the fiscal year while continuing the federal pay freeze through the end of its third year. Somewhere in the fine print, they also managed to allow DoD to dodge sending out 800,000 furlough notices for two more weeks… which doesn’t actually mean that anyone will be furloughed for fewer days, just that we’ll have less time to cram in all the days into an ever shortening fiscal yeah. I’m sure the Members are deeply relieved by this while they head home to enjoy their two-week Easter recess. Even now I’m sometimes still amazed that this is the way we really run this country. Bat. Shit. Crazy.

Seeing the forest…

We had an awkward conversation at the office this morning. One of the most popular discussions happening around almost every one of Uncle Sam’s conference room tables these days is what the forced cuts of the sequester are going to mean for the job and for the individual employees. Since the almost universal answer is no one really knows yet, these conversations usually end in a great gnashing of teeth and another hour gone down the tubes. I’m pretty sure I know what those at echelons higher than reality are thinking though – that if they just plan hard enough, they can still figure out how to cram 40 hours of work into a legislatively-imposed 32 hour workweek.

In trying to account for and occupy every second of those 32 hours, they’re missing the broader point that in addition to the eight hours a week of “lost” time, people are also going to be using their sick and annual leave allotments just as they would under a 40-hour week – except now they’re using it over a shortened week, dramatically compressing the number of days available when leave can be taken. If pushed, I’d make an educated guess that a one-fifth reduction in the work week will actually result in the average office being staffed at somewhere between 50-60 percent on any given day during the furlough period.

If you want a crash course in my logic, here it goes: My personal observation is that on any given work day, about 15% of the total workforce is out of the office on some kind of approved leave. All other factors staying equal, with the sequester furlough (20%) and the use of leave (15%) 35% of the available pool of employees will be unavailable for work. Add in another 5% of the time when immoveable objects like mandatory training take place and you’re into the 40% unavailable range… So while the official talk is about a 20% reduction in work and the activities that will slow down and stop as a result of it, I tend to think someone is being rather optimistic. The real impact is going to be much closer to leaving only 60-65% of time available to actually get the job done.

Compile other intangibles like steadily declining morale, pay that’s likely to be frozen for at least three years, and general worry about being able to meet simple obligation like rent, food, and other expenses, with the direct negative effects of the sequester furlough, and you’ve got a recipe for intensely negative performance across the board. The problem, as far as I can tell, is no one is seeing the second and third order effects of this forest because the trees are so damned close. The media and certain elements on the Hill are fond of pointing out that the sequester hit and nothing happened. Those wheels are in motion and sooner rather than later the real impacts are going to start making themselves felt. That’s when the hard decisions are going to get made about what tasks get done day-to-day and which get tossed over the side for lack of time to do them… and that’s going to be when the real awkward conversations start.

Just the parts you like…

I’m about to break ranks with Fox News, and you know that gives me a slightly queazy feeling on the inside. Still, I’ve made a habit of calling a spade a spade with everything else that ends up on my mind, so it’s only fair to call out your friends when they’re being asshats too. For the last six months or so, Fox News commentators have been screaming for the administration to cut government spending… except for Defense. And the FAA. And Homeland Security. And Border Patrol. Look, I’m a registered republican and draw a salary from one of the departments that you’re supporting, so I have a vested interested in being a defense sector booster but I know well and good there’s plenty of room to cut if it’s done smartly (i.e. not through an across the board cut as currently provided for by law and certainly not just by lopping off a work day every week for the next six months).

For the last two days, though, where Fox has decided to make a stand is on the subject of White House tours. Seriously? Guided tours of the White House are apparently so vital to the long term health and welfare of the republic that they should be included on the list of items to be fully funded… It’s so important that it ranks right up along with funding the troops still fighting in Afganistan. You have got to be shitting me, Fox.

Oh, you say, it only saves $75,000 a week. It’s a drop in the spending bucket. And you’re right. It’s one drop. A drop that over the six months of this years round of sequestration would save $1.65M of the $24M you say the White House must cut from their budget. That one drop is a pretty good start.

Sorry folks, but the need to cut spending isn’t about what programs you like, or I like, or the sixth grade class from East Pignuckle, Louisiana likes. It’s about reducing spending in accordance with the laws that Congress passes and the president signed into law. If it’s a bad law, it’s only bad because that’s the way some jackwagon staffer on the Hill wrote it.

I’ll be the first to tell you that the way sequestration was written, it’s just about the dumbest piece of legislation I’ve ever personally seen become law of the land. But the national consensus was that we want to reduce spending. Guess what? That means some of the things that people like just aren’t going to get done anymore. You wanted smaller government? Just remember that smaller government looks like fewer tours, fewer soldiers, slower refund processing, and generally less of everything we’ve become accustomed to over the last 60 years. If you don’t like what it looks like now that smaller government is here, push to change the law, don’t just sit around bitching about what you’ve lost. The future is about priorities and if you’re not speaking up for yours, someone else will be happy to let their voice be heard.

Looking on the bright side…

You know what’s fun about Sequestration? Nothing. That’s what’s fun about sequestration. Now if you’d have asked a slightly different question, the answer would be slightly different. If you asked what’s vaguely entertaining about sequestration, I could legitimately say it’s entertaining to listen to people talk about what they think they know when it’s very obvious that nobody actually knows anything at all… and that whatever plans are put in place can instantly be made pointless should Congress do so much as sneeze. Since it appears to be a given that this thing is going to happen to one degree or another, the only thing left to do is sit back and watch the universe come unglued. Maybe we should make some kind of furlough day drinking game out of it. I haven’t decided yet.

It’s no surprise that as far as I’m concerned both sides are right and both sides are wrong. God knows there’s plenty of fat to cut from government spending, but across the board cuts don’t bother to differentiate it from the muscle and tends to result in cutting “good” government and “bad” government equally. In case anyone is wondering, indiscriminate budget cuts are rarely the hallmark of good decision making. Maybe it’s good politics, but it’s really shitty governance and even more appalling public policy. I’d love to say this is the last time I’m going to rant about this, but the truth is I can’t even promise it’s the last time this week that it’s going to agitate me enough to take up space here.

What Annoys Jeff this Week?

1. The IRS. So apparently no one told the IRS that it’s tax season. I mean that’s all I can assume since they haven’t bothered to publish the form you need to fill out if you’re depreciating rental property. If they’re going to set April 14th as the arbitrary annual celebration of screwing the taxpayer with his pants on, the least they can do is make sure to give you all the proper forms so your paperwork can be in order when they do it. I want my money. Asshats.

2. The men and women of the United States Congress. While our friends in Congress have been enjoying their week long sabbatical for Washington’s Birthday, the two million odd federal employees that aren’t Members, have only gotten a week closer to their furlough notice. The difference, of course, being that the Members were paid for their time back in the home district, where as the poor schlubs who decided federal work as a good idea will be going home without pay once a week for the next six months. You’ve got to love a group of people delusional enough to say that taking a pay cut themselves would diminish the dignity of their office while simultaneously telling the people working for them to take a 20% cut and thank them for the opportunity. Since I want to hang on to my soon to be part-time job for a while longer, I’ll refrain from saying how I’d really like to resolve this fiasco.

3. Editing. I love writing. Editing, the handmaiden of writing, is an evil soulless bitch from which there is no hope of escape. In that moment of ecstasy when you think you’ve written something really, really well, Editing shows up and reminds you with swift fury that no, no you didn’t and that it’s time to get back in your hole and write some more… except this time pay attention to grammar, punctuation, style, and usage.

Redefining irony…

Most mornings I’m greeted at the office with more than a handful of emails. Usually they’re run of the mill mass notifications that come in overnight, but just occasionally they’re something a little more than that. Like this morning, when the two messages at the top of my inbox were one providing more information on the impending furlough of federal employees and the other inviting me to take an employee satisfaction survey. It’s hard to find a better definition of irony than landing those two topics next to one another.

Let me be real honest here for a minute… no matter how much I may like my job, the people I work with, or how well the building is heated and cooled, when you tell me you’ll be cutting my pay by 20% for the remainder of the year, my employee satisfaction plummets into negative numbers. No amount of ample parking, health fairs, and access to a gym is going to compensate for that. Sorry. There’s being a team player, and then there’s getting screwed with your pants on… and I’ve been around long enough to know the difference when I see it.

In a republic, one makes his displeasure known by registering an opinion with their elected “leaders,” and yes I use that term loosely. Having expressed by disgust to the head of the executive branch, the legislative branch leadership team, and to my own elected representatives, all that’s really left is to register my profound discontent here in my very own marketplace of ideas. Honestly, stoking the fire here is probably more productive than anything I’ve bothered to send to our political masters anyway. At least here, I know someone is going to actually going to get around to reading what ends up on the page… and as a special bonus, I won’t get a form letter in response.

State of the Dis-Union…

There’s a formula to the State of the Union Address. After thanking the Speaker and the Vice President and maybe saying a few other passing remarks, President Obama is going to be “please to tell you that the state of the Union is strong.” It’s a powerful turn of phrase that’s been uttered in one form or another at every State of the Union Address that I remember hearing in the last 34 years… Which is exactly the problem.

Anyone with a set of eyes in their head can see that the state of the Union is not strong. There are two Americas with an ever-widening chasm between them. It’s not a division between black and white, or north and south, or even of wealth and poverty. It’s a division between right and wrong, of good people caught up in visceral disagreement about the fundamentals of what it means to be a part of this American experience. We’re divided by partisanship and by politics and by the very idea of what we expectSeal government to be and to do. It’s an existential question about the role we collectively expect government to play in shaping our lives and our actions. And everyone thinks their version of right is the only version of right. Our Union is not strong.

There is nowhere in time or space that I would rather be than America in the 21st century. Our generation is the one that can stand in the gap. The one that stands poised on the edge of something better or something far worse. The future doesn’t just happen because someone hands it to us well formed and happy. It has to be forged by real people doing the hard work of governing, of business, of and education. Those ideas don’t fight nicely into five second sound bites, though.

I’d give real money if the president showed up before Congress in a few hours and said simply, “My fellow Americans, the state of our Union is troubled.” But I’m not holding my breath.
