Last Friday…

thumbsdown-gladiator It occurred to me driving in this morning that if everything goes as planned, this will be my last Friday at the office for the rest of fiscal year 2013. Next week, I’ll be celebrating Independence Day by taking Friday off and making a 4-day weekend, but from there on out I am a part time employee of our dear old Uncle Sam.

We all know I’d be lying if I said I didn’t want to live in the land of the perpetual three-day weekend, but it’s living in the land of the 80% pay check that seems like something of a problem. I’ve found that most things are never as good or as bad as I anticipate them being, but in this one little case, I’m not holding my breath for it to magically transform into a fantastic opportunity.

Thank God I like to read and write. Those are at least low budget entertainment options I can indulge in to excess in this new found free time. Have I mentioned I’m glad I didn’t get around to buying a boat?

What Annoys Jeff this Week?

1. Nature. I’ve never made any bones about not being a hippy tree hugger. I like the idea of the outdoors… as long as it’s neat, and orderly. Wandering around in the woods looking for a place to poop isn’t high on my list of things to do without a damned good reason. I like to think of it as the difference between enjoying an English garden and enjoying the rain forest. Both have their role to play in the great scheme of things, but I really only need to be involved with one of them. Being a practical man, I know that I need nature to cooperate with me from time to time, though. Basically, what I need it to do is stop throwing thunderstorms around every afternoon so I can get some stuff done outside. Stupid nature. Why can’t we control that foolishness yet?

2. Lunch. I use to enjoy a wide range of lunch options – assuming you consider a score of fast food joints and gas station sandwich shops different enough to count as “a range.” Part of my furlough survival plan was to reduce the cost of lunch by bring it from home. It doesn’t sound like much at first blush, but $200 odd bucks a month adds up respectably over a few months. Now that I’m bringing chow from home, I’m thoroughly bored with everything. I’m philosophically opposed to being one of those people that brings in home cooked leftovers to reheat for lunch (throwing good food in the microwave is pretty much on step above reheating it on the engine manifold – sure it’s warm, but it probably tastes like ass), the options do tend to dwindle. There are only so many ways to be creative with salads and sandwiches when you don’t run your own deli counter or just happen to keep a lot of exotic ingredients on hand. When this furlough is over, I may never touch finely sliced roast turkey breast again. Ever.

3. Shipping. I’ve never exactly been known for my patience and I’ve been spoiled by features like Amazon Prime that default all of my purchases to 2nd day delivery. For a few dollars more, I can arrange for an item to be at the house in less than 24 hours. That’s the kind of service that makes me happy. Then there are the surprising number of things I order online that don’t have an Amazon Prime-like option for rapid shipping. They want to take my money, wait two or three days, and then get around to shipping my item by standard mail so it will take an extra three or four days to arrive safely on my doorstep. Maybe it’s just me but a seven day interval between flash and bang feels a bit like an eternity. They say patience is a virtue. Apparently “they” are idiots.

What Annoys Jeff this Week?

1. Short weeks feel the longest. Why is it that a four day week feels at least twice as long as its standard five day counterpart? I’m sure there’s some deep psychoanalytical reason for it, but regardless it’s just stupid. Stupid and wrong. They say time flies when you’re having fun. Clearly “they” are full of shit and it flies when you’re just barely keeping your head above water too.

2. Furlough Fridays. Look, if you’re going to start letting me stay home on Fridays, how about not waiting for six weeks to kick off the new schedule. I’m more or less resolved that it’s the new reality, but there’s really no reason at this point not to dive in to the three day weekends right away. I mean that seems like the least echelons higher than reality could to to ease our transition to part time employees.

3. The birthday thing. I generally try to be a good sport because, well, it seems to be expected, but really I’d be just as happy if the whole birthday thing would pass as discreetly as possible. Some people want to celebrate for a week or the whole month. When the time comes, I’ll open a good bottle of wine, salute my good fortune at having managed not to drop dead for another 365 days, and get on with whatever else it was I planned on doing Saturday evening. Chances are I’ll pass the night either with my nose stuck in a good book or trying to write a half-assed one.

4. Bulldog checkups. Winston’s yearly physical and vaccinations are coming up tomorrow afternoon. The only good thing is that if you’re willing to take one of the last appointments of the day on Friday, I can get the vaccinations at half price. Inconvenient? Yes, absolutely… but when you’ve spent five years keeping up with bulldog related vet bills, you learn to take your savings where you can since it’s pretty inevitable they’ll discover something new and interesting that’ll need treated while we’re there.

Government work tends to be one of those odd environments where up is down, good is evil, and logic is nonsense. It feels, at times, like a none-too-subtle combination of Groundhog Day and Dante’s Inferno. Maybe that’s an exaggeration… but only a little. I can say that with a degree of certainty because that’s the kind of day it’s been today.

At just after 11:00 this morning I was handed my formal notice that the United States Government plans to furlough me one day a week beginning on July 8th. Exactly 148 minutes later I received an email congratulating me on ten years of service to the government and notifying me that I’d be getting a certificate at the next office awards ceremony. You’d have to work pretty hard at sending two more discordant messages to your employees. Timing, as they say, is everything… even when it comes to giving with one hand and taking away with the other. I hope you’ll forgive me if I’m not in a rush to agree to parading across the stage, smiling for the photo op, and pretending that I give a good goddamn about another certificate in my three ring binder.

I’m sure at some point in the distant past, a nice suitable for framing certificate was a fine motivational tool… but unless I can barter that certificate for goods and services, under the circumstances, I think you can understand why I don’t think it’s worth the paper it’s printed on. I’m going to improvise, adapt, and overcome… but don’t expect that I’ll be thanking anyone for the opportunity.

And people wonder why I’m cynical about almost everything.

So you were expecting a thank you?

Secretary Hagel announced this afternoon that the department was reducing it’s number of planned furlough days for civilians from 14 to 11. That’s down from the original estimate of 22 days they were talking about back in February and March. Judging from the blip of coverage I’ve seen, the media consensus is that defense civilians should be doing cartwheels and singing hosannas at the “good news.” That’s a problem for me.

While it’s true that 14 is better than 22 and 11 is better than 14, I’m not willing to concede the point that any number of furlough days is a “good” thing. In fact it’s bad precedent for the next 9 years of sequestration planning, it’s bad for productivity, and it’s bad for morale. I’m not going to get on the band wagon of a 5% pay cut this year (after 3 years of frozen pay) being a good thing. I’m not lending even the hint of my accepting the idea that this is anything other than a political problem being solved on the backs of a workforce that they’ve already spent three years beating like redheaded stepchildren.

The story we’re being sold is that leadership has “saved” the workforce from the worst effects of the sequester. The reality is that all you’ve done is replace one really shitty course of action with another slightly less really shitty course of action. It’s hard to imagine why I wouldn’t be falling all over myself with gratitude. I wouldn’t thank a mugger because he didn’t take all the cash in my wallet and I’m not going to thank our illustrious leaders for legally doing the same thing. If they were expecting a thank you for their half assed attempt at “leadership,” boy did they come to the wrong place.

A whole lot worse…

For eighteen months, “furlough” and “hiring freeze” are words that continually show up atop the list of search terms that drag people kicking and screaming to my little slice of the internet. Having spent an outlandish amount of time bitching and complaining about both over the last two years, I guess that shouldn’t be much of a surprise. I’d love to tell you all that there’s light at the end of the tunnel and that Uncle Sam’s financial woes are behind him, well, there’s really nothing out there that indicates that’s true at all. From all outward appearances, Uncle has managed to paper over the worst of the problems for the time being. While that seems like a good thing, it probably just means that he’s managed to kick the can further down the road and that when it comes time to settle the tab, it will be even worse than we thought.

By my most recent calculation, I’ve worked under a hiring freeze of one sort or another for about a third of my career. I’m not feeling the pinch at the moment because I’m not actively looking for an eject button, but if I was options would be pretty limited. Having personally experienced the fresh hell of sending out multiple hundreds of resumes to get a handful of interviews, I don’t envy anyone looking for fresh horizons under the latest incarnation of the freeze. Even more unfortunate, I don’t see the market thawing any time soon, either.

Uncle has been warning about employee furloughs for months now. The general public reacted badly to the notion of laying off food inspectors and air traffic controllers, two very visible activities carried out by random, faceless bureaucrats. I have my doubts if there’s going to be the same outcry for defense workers. Working behind the wire, most of the public will never see or know what we do on a daily basis. As a result, us staying home for a week or a month isn’t something they see or experience firsthand. That makes us easy to ignore and therefore an excellent target of opportunity for cost reduction or avoidance.

So far, the department’s official position, at least the one that it’s opted to communicate to the workforce, seems to be ignoring the issue and hoping it goes away… at least that’s what it looks like from the inside. Predictions range from “nothing’s going to happen” to having to take the full 22-day furlough within the last 3 months of the fiscal year. Someone at echelons higher than reality probably has the smattering of a plan, but for the time being the drones are being kept well insulated from anything that resembles official information.

As we grind towards the end of fiscal year 2013, I think we’ll come through with minimal disruptions. What no one is talking about yet, and what I’m convinced is going to bight us all in the ass is that sequestration is a ten year event. Even if we ride out year one with cost savings through attrition and quietly cooking the books, we’ve still got nine years of draconian cost savings to generate…and in my mind that means things are going to get a whole lot worse in the out years before they ever start getting better.

Year three…

This rental house on the Elk Neck peninsula was supposed to be an expedient. It was available immediately and met my criteria of having a fence and room for the dogs. With a kitchen and bathroom that I can only generously describe as “dated” and with what I still think of as an oddball three-level layout, it was really the only option I looked at because it had the supreme virtue of being available. That’s a bit of a concern when you’ve driven halfway across the continent and every stick of your belongings are following along less than 24 hours behind you.

I never intended this place to be a long term commitment. The plan was to do a year and be out to something bigger, better, and more importantly, something my own. Of course the housing market continued to tank, the notion of taking on a 3rd mortgage got even more farfetched, and inertia set in. Let’s just say I couldn’t (and still can’t) muster much interest in packing everything up and just moving from Rental A to Rental B. If I’m going to jam everything back into boxes, it’s going to be to go somewhere with a little more permanence… and between pay freezes and impending furloughs that’s not happening in the immediate future.

Once I managed to get the asshat property manager out of the way and started dealing directly with the owners, at least the “retail” side of being a renter again got easier. That counts for more than you’d think… which is why I just renewed the lease out through June 2014. It’s not optimal and certainly not where I expected I’d be three years on. I’ve come to think of it as the blood sacrifice I’ve had to pay for getting my feet back on the good earth of my native state. At least that’s the story I tell myself to keep it from being too aggravating.

What Annoys Jeff this Week?

1. Filling in all the down time. I’ve got a marked tendency towards filling every available gap in down time with something I deem to be productive. That might be a good habit to have when you’re working full time, writing 20+ hours a week, and trying to keep a house from being covered in filth, but I’ll be honest, that part of me that is fundamentally a slacker really misses big blocks of down time – those chunks of time when I played video games, watched movies, and otherwise did absolutely nothing productive. Lately it’s been a mad dash to get it all in before crashing at 10:00 or 11:00 in hopes of squeezing in five or six hours of sleep. I’m not sure that’s going to, or if it can be an enduring schedule for me, but since there’s still so many things I want to get too and not so much in the way of time available to get to them, there doesn’t feel like there’s going to be much room for change in the foreseeable future.

2. Wants versus needs. In a perfect world I’d divide my day more or less equally between writing and sitting on a beach on some out of the way island. Unfortunately, I need to eat, need to pay rent, and need some kind of nominally stable income (which is what government work use to be before the sequester kicked in). Whereas I want to write, I actually need to work… unless I can gin up a way to start selling 137 copies of Nobody Told Me… The Cynic’s Guide for New Employees every day of the year. All I need to is improve sales by 6850% and I’ll be all set to unify my wants and my needs under one banner. I was probably happier before I knew that little factoid.

3. The Congress of the United States. One of my perennial favorites. On a positive note, they appear to have managed to pass a continuing resolution (not to be confused with an actual budget) that will keep the government open for the rest of the fiscal year while continuing the federal pay freeze through the end of its third year. Somewhere in the fine print, they also managed to allow DoD to dodge sending out 800,000 furlough notices for two more weeks… which doesn’t actually mean that anyone will be furloughed for fewer days, just that we’ll have less time to cram in all the days into an ever shortening fiscal yeah. I’m sure the Members are deeply relieved by this while they head home to enjoy their two-week Easter recess. Even now I’m sometimes still amazed that this is the way we really run this country. Bat. Shit. Crazy.

Seeing the forest…

We had an awkward conversation at the office this morning. One of the most popular discussions happening around almost every one of Uncle Sam’s conference room tables these days is what the forced cuts of the sequester are going to mean for the job and for the individual employees. Since the almost universal answer is no one really knows yet, these conversations usually end in a great gnashing of teeth and another hour gone down the tubes. I’m pretty sure I know what those at echelons higher than reality are thinking though – that if they just plan hard enough, they can still figure out how to cram 40 hours of work into a legislatively-imposed 32 hour workweek.

In trying to account for and occupy every second of those 32 hours, they’re missing the broader point that in addition to the eight hours a week of “lost” time, people are also going to be using their sick and annual leave allotments just as they would under a 40-hour week – except now they’re using it over a shortened week, dramatically compressing the number of days available when leave can be taken. If pushed, I’d make an educated guess that a one-fifth reduction in the work week will actually result in the average office being staffed at somewhere between 50-60 percent on any given day during the furlough period.

If you want a crash course in my logic, here it goes: My personal observation is that on any given work day, about 15% of the total workforce is out of the office on some kind of approved leave. All other factors staying equal, with the sequester furlough (20%) and the use of leave (15%) 35% of the available pool of employees will be unavailable for work. Add in another 5% of the time when immoveable objects like mandatory training take place and you’re into the 40% unavailable range… So while the official talk is about a 20% reduction in work and the activities that will slow down and stop as a result of it, I tend to think someone is being rather optimistic. The real impact is going to be much closer to leaving only 60-65% of time available to actually get the job done.

Compile other intangibles like steadily declining morale, pay that’s likely to be frozen for at least three years, and general worry about being able to meet simple obligation like rent, food, and other expenses, with the direct negative effects of the sequester furlough, and you’ve got a recipe for intensely negative performance across the board. The problem, as far as I can tell, is no one is seeing the second and third order effects of this forest because the trees are so damned close. The media and certain elements on the Hill are fond of pointing out that the sequester hit and nothing happened. Those wheels are in motion and sooner rather than later the real impacts are going to start making themselves felt. That’s when the hard decisions are going to get made about what tasks get done day-to-day and which get tossed over the side for lack of time to do them… and that’s going to be when the real awkward conversations start.
