That’s the time I’m going to officially commemorate as the moment of my redemption. The exact time when my voice from the wilderness was heard. Precisely when the shear volume of resumes I’ve loaded into the system broke through the morass (385 if you’re counting). That’s assuming, of course that I pass through the last widget in the process. I’m now in a period of HR purgatory between receiving the official tentative offer of employment and the official final offer of employment. This is the land of voluminous paperwork, of validating security clearances, pay-setting, benefit determinations, and yet more waiting. It’s the last moment for things to go horribly wrong. You didn’t think this was going to be a post about unbridled joy and optimism, did you?

I’ve waited for this moment for the better part of a year. Poured untold hours into crafting the perfect resume. Cursed fate for dragging this process down into the interminable frozen springtime. And now that it’s arrived, I can barely breath it for fear of it breaking apart at this late hour. This is a moment of hope beyond hope… and it is so close to reality and yet still painfully just beyond reach.

91 days…

The post I was set to bring you tonight will not be appearing because the subject matter went and changed on me between the time I started writing and the time it was supposed to post. Instead of another rant about the Army personnel system, I bring you tidings of great joy. The 30-day civilian hiring freeze is over – ending its 91-day reign of terror. Don’t believe, me? Aside from the system not being at a complete standstill, I’m not exactly sure what the great thaw really means yet. I know that it means that personnel offices now have a 90 day backlog of hiring actions to clear and that’s never a quick process even under the most optimal conditions. I don’t have much faith at this point in any of the possibilities that looked promising back in February. Expecting magical reanimation of things just as they were at the moment they were frozen back in March seems about as likely as breathing new life into Walt Disney’s frozen head. Sure, it’s sounds possible… maybe… but not very likely.

What this probably means is that at least now there’s a fighting chance at working through the nomination-interview-hiring process to the point where a job offer is at least a possibility. So now it’s a mad race to spool up and flood my resume back into the Army system. Nothing like being back at square one.

The rate of return…

It seems that federal civilian agencies like my resume alot more than my brethren in DoD. Not surprising, I suppose, since we’re arguably the most un-military organization in the Army. As of this morning, that means 19 active referrals out of 365 total resumes sent out… giving me a return rate of 5.2%. I’d rather be at something like 10%, but it’s good to know that at least one in twenty actually ends up sitting on someone’s desk. Apparently opting for the even-wider-net approach has met with some limited success. Now if I can just get a few of them to call me for interviews and bump up the odds a few more points. One agonizingly slow step at a time, I suppose.

I don’t need your Civil War… (we’ve got our own anyway)

Today’s 150th anniversary commemoration of the beginning of the Civil War got me thinking – which is generally a dangerous proposition at the best of times. The war is long gone, faded into blurry photographs and dusty history books, but the issues it was fought over are as alive today as they were when the first shells burst over Ft. Sumter. Maybe we’re not arguing over who to count as three-fifths of a person or the legal status of people, but we’re certainly still trying o figure out the role of the federal government and where national power ends and state or local power begins. We’re fighting our battles today with words and budget appropriations, but it’s easy enough to squint your eyes and imagine how such a fight could devolve into canister shot and gunpowder.

It would be too easy to think the United States grew up in the last 150 years. The Union, such as it is, still stands after all – But are we really any closer to being able to have a civilized discussion about the hard issues that face us than were our predecessors? Take a long look at Fox News or MSNBC and then answer that question.

Down to the wire…

Today being the single most non-productive work day in my professional life, I had time to ponder the ineptitude with witch our elected officials are managing the country’s business. As we march on towards midnight on the east coast, a few words come to mind. Among them are pathetic, inexcusable, farcical, shameful, and just plain disgusting. Watching these “representatives” of the people allow the government to slip minute by minute towards shutdown, insolvency, and deadlock should be disheartening to anyone who goes to work every day and is actually expected to get their job done.

A friend posted something on my Facebook wall this morning, that I think sums it up better than I can at the moment: “Other countries may have coups, revolutions, and collapses, but a government so deadlocked it simply ceases to function seems to be an exclusively American phenomenon.” The quote is attributed to Foreign Policy, and it should be plastered on all of our minds the next time we head to the polls. That the government of our republic can be thrown into this kind of turmoil by congressional inability to accomplish one of the few tasks specifically assigned to it by the Constitution would be laughable if it weren’t so pathetic.

I’m embarrassed for them… and for us.

My Mr. Smith moment…

I did something today that I’ve never even given more than a passing thught to doing in the past. I exercised my right to call out, or rather call on, my elected representative to Congress. The nice staffer at Congressman Blackburn’s office was very polite when i explained that I was a registered voter in the Tennessee 7th, a federal employee, and that I’d very much like to go to work on Monday. She assured me that my message would make it to the congressman straight away. Yeah, I’m not sure I bought that part, but someone less jaded would have probably appreciated it as a helpful throwaway statement.

I have no idea what made me think of doing that. It just struck me that some effort needs to be made to keep the scale from being completely filled with the voices of the radicals who want to believe that Jesus hates compromise. We need serious structural changes to how the government does business. What we don’t need is 800,000 more people unemployed on Monday morning because the elected leaders of the United States of America can’t find their honorable asses with both hands and a flashlight.

Essential…

In light of what seems to be an impending shutdown of the United States Government (yeah, Congress, I’m looking at you), there has been much discussion about what makes one an “essential” part of the workforce. Air traffic controllers? Yeah, makes sense. Nuclear submariner? Yep, you make the cut. But where the line of essential stops, there is a vast gray area of things that seem important, but no one can say for certain that they are technically speaking, essential to public safety.

That being said, there’s something profoundly disheartening about getting the official email that not only are you nonessential, but so is your entire office and everyone else in your building for that matter. In fact, you’re so nonessential that when the funds run out, you’re going to turn the lights out, lock the doors, and just walk away. It does give someone given to a somewhat cynical outlook reason to ponder what that could really mean in the teeth of exploding deficits and a Tea Party that seems to want a federal government that operates under the Article of Confederation.

It’s fair to say that my PowerPoints aren’t going to put an end to the war(s) or inspire an economic rally, but I have a secret, unredeemed belief that with the right (or any actual) leadership, both here locally and at the highest levels things do not have to be as they now are. If not essential, we can certainly be productive… but only when we have leaders worthy of good and faithful followers.

Still haven’t found what I’m looking for…

If you would have told me back in August when I decided it was time to pull the plug on my Memphis experience, that I’d still be firing off resumes on the first day of spring in the following year, I simply would never have believed you. The irony of coming here in the first place was that I’d alwayherdsrd that getting back to the DC area was easy because no one from outside the area had any interest in going there. That may or may not be the case, but I’ve found that in most cases for jobs inside the beltway the typical number of resumes submitted for consideration is somewhere in the neighborhood of 300 with some running north of 500. I’ve got a healthy level of professional self confidence, but the odds get pretty long when you start talking about numbers like that.

There are still a couple of “maybies” out there that I haven’t written off yet, but it’s definitely slot slower going than I remember the last job search being. The department’s hiring freeze extending over the last two months, of course, hasn’t helped. The personnel office points only to the most recent memo that calls for the freeze to be reevaluated by April 1st to decide if it will be extended or to announce how hiring might be handled moving forward. It’s not reassuring that the hiring system will get back to something approaching situation normal any time soon, even if it starts up again in April. With a two month backlog and a notoriously slow process to begin with, things could be ugly for the forseeable future.

There doesn’t seem to be much to do now other than to continue piling my name onto as many heaps as possible and hope it turns up at the top of one of them. The federal government’s a big place and something will come along eventually, but this exercise in patience is wearing very thin. In hindsight, I’m sure this experience will be character building or something, but in the moment it’s enough to drive a man around the bend.

200 and climbing…

For those playing along with the fun filled and exciting game of How Many Resumes can Jeff Send Out Before Losing His Bloody Mind, the total now stands just north of the 200 mark. This is perhaps more impressive in the fact that it was at the 199 point that I ran out of available positions to apply for with the Army. So from here on out, we’re broadening the scope to include Army and every other government agency in the MD-DC-VA-PA area. Thank God for http://www.usajobs.com. I don’t know how anyone ever did this back when dinosaurs roamed the earth and resumes were delivered on paper.

If you’re curious about what lucky #200 was, that would be a Strategic Analyst on the Joint Staff. It’s a little vague on the duties, but it’s a pretty sweet title. Nothing appeals the heart stings of a career bureaucrat like a title bump… well, a title bump and a kickin’ retirement system. In the also-ran category for the #200 place of honor was Senior Advisor to the Treasurer of the United States. If you think the Joint Staff is vague, try figuring out what a “Senior Advisor” is supposed to spend their day doing. I read the job announcement twice and still didn’t really figure it out… but apparently the Treasurer needs two of them.

Winning the creepiest job announcement of the day is Army Intelligence, with a position that called for, among other things, background checks, urinalysis, polygraphs, credit checks, and psych evaluations. Those things aren’t really a problem, but when I came across a “condition of employment” that read: 7.) Must be willing to work unusual extended hours and forego conveniences normally afforded to civilian employees in CONUS/OCONUS, I decided that foregoing normal conveniences probably wasn’t something I was going to be interested in. That ones’s a rare pass.

Respect the rank, not the person…

We’re the government and no self respecting government agency goes more than a day or two without having a meeting. Mostly, given our slightly inconvenient location just outside of BFE, we keep our meetings to ourselves. Sadly, though, there are times when someone vaguely approaching the definition of a VIP shows up. Such an arrival, of course, requires a meeting befitting the distinguished status of the guest. That means the development of many, many wonderful charts… because the more charts presented for your consideration, the more important you are in the hierarchy. And then there’s the hardcopy – because a VIP apparently can’t be troubled to remember something from one minute to the next without having a fist full of paper slides in front of him. Reading the ones projected across the room onto a 8×10 foot screen would certainly be below his esteemed level of dignity.

With enough notice, it’s generally possible to make anything happen. Deciding at 8:30 that you want to change half the slides for a meeting starting in half an hour, sure, that’s manageable. But for God’s sake don’t come back ten minutes later and tell everyone they’re late to the meeting… that isn’t supposed to start for another twenty minutes. And then pace the aisle sighing and making comments under your breath about being unprepared. When the only thing keeping someone from beating you to death with a keyboard is an ingrained sense of respect for rank and a desire not to go to jail, it seems best not to antagonize that many of your underlings all at one time.
