What Annoys Jeff this Week?

Thrift Savings Plan. One of the non-salary benefits that makes federal employment at least nominally attractive is access to the Thrift Savings Plan, a low-fee 401(k) style defined contribution retirement plan. The TSP website has always been a little bit clunky, but with only five basic funds and five target date funds to manage, it didn’t need to be particularly complicated. And that’s where the Thrift Savings Board, the fine people who run the plan, decided to revamp everything. The transition to a new web interface and record keeping system started in May and by the 26th the process was far enough along that users were effectively locked out “until the first week of June.” Well, as predictable as it is, the rollout of these “new and improved features has proven to be absolute hot garbage. I’m one of the lucky ones that managed to set up a new log in without causing the system to crash… even though I still can’t do anything once I’ve signed on. With millions of account holders and $750 Billion under management, you might be tempted to think there would be an incentive to get this rollout right. You would, of course, have been 100% wrong. The Thrift Board and whatever contractor the picked to develop this wonder-system have delivered up a complete and total turd.

Inspection. My bathroom remodel contractor has spent the last week and a half working great guns to stay on schedule. They left around lunch time yesterday and aren’t here at all today because work is at a dead stop until the county inspector comes by to do his or her thing. That might be tomorrow. It might be next week. Per the project manager and a call to the county office, “There’s no way of knowing.” I’m sure these county inspectors are doing God’s own work, but letting bureaucracy grind a project to a stop without giving a date-certain when they’ll even bother to consider giving approval for more work to get done is infuriating on just about every level. It’s the kind of thing that leads people to decide government is the problem rather than being part of the solution.

The BBC. First off, let me say I love the BBC. They’re one of my top two or three go-to news sources and provide the lion’s share of what television I actually still watch. I use to be able to stream some limited live events from their website. Apparently, I can no longer do that, being met by a banner that says “This content is not available in your location.” By my location, I assume they mean across the waters in the United States. Hey, look, I know the Beeb has its own bills to pay. I’d be happy to sign up for a subscription or a pay a license fee or whatever. I know there are ways to circumvent all that, but I’d rather just hit an easy button, pay a few dollars, and get on with it on the up and up.

On that one time when the job mattered…

There aren’t many days from my distant past I can point to and tell you exactly where I was and what I was doing. August 29th is one of the rarities. 

Right around this time 16 years ago, I was sitting in a back room on the mezzanine level of FEMA headquarters. I was on loan from Uncle’s big green machine and there wasn’t space in the old National Response Coordination Center for all of us, so the logistics cell had been shuffled over to adjacent office space. I didn’t realize then that I’d spend most of my waking hours for the next 75 days huddled up in those offices. 

It was mid-morning, August 29, 2005. Katrina had made landfall earlier and the initial reports, what we were seeing on television, looked like we’d dodged a proverbial bullet. Back there and back then, a direct hit on New Orleans was always one of the nightmare scenarios emergency managers talked about in hushed tones. We let out a sigh of relief and talked about where to get lunch. 

Then the levees broke – or “overtopped” – depending on how technically correct you want to be. There’s an image of a huge barge slammed hard against a widening breach as canal water pours through that’s going to stick with me forever.

I’ve got definite opinions about the now infamous failures in the initial response to Katrina. The federal government – and FEMA in particular – makes a big juicy target for news organizations. We weren’t guiltless, but there’s a shit ton of blame to also spread around on New Orleans’ mayor and Louisiana’s governor. Under our federal system, at least back then and maybe still for all I know, it’s important to remember that states have to ask for federal assistance before the resources flow. If you don’t ask, you don’t get. That’s all I’ll say on that particular sore topic.

Watching the news this morning has brought back swarms of memories from sixteen years ago. Mostly it’s memories of the people I was working with at the time – some of the best I’ve ever known. More than a few of those thoughts, though, are of being young and just a little bit arrogant, of too much coffee and not nearly enough sleep, and of one of the handful of times in my entire career that doing the job meant making a tangible difference rather than just making the PowerPoint slides a bit more spiffy.

Lots of people are keeping a good though for those in harm’s way today. Me? I’ll keep mine for those sitting in the mezzanine trying their hardest to do the right things. I’m proud of the work I did 16 years ago, but sweet little baby Jesus am I glad someone else is sitting in that seat this morning.

A proud moment…

I applied for unemployment with the State of Maryland this morning. That’s a proud moment for this career civil servant, let me tell you. It’s hard to believe that there was a time in this country when being a part of the professional, non-partisan cadre of federal employees was considered an honorable (and stable) career. Now that our elected masters have figured out how to politicize the bureaucracy, well, it’s a safe bet that those days are long gone. I suppose if I were a bloviating asshat in love with the sound of my own voice (i.e. a typical member of Congress), federal employees would make a convenient scapegoat of opportunity.

The thing to remember is that under the American Plan, “No Money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law.” What that means for those of you who don’t speak 18th century is that every action taken by a federal employee is in response to a law passed by the Congress of the United States and signed by the president. Blaming the average federal employee for the intransigence of our political masters is like blaming the guy cooking your fries when the price of McDonald’s stock goes down. Sure, it’s easy to do, but it just doesn’t pass the objectivity test.

Trust me when I say that we have more reason than most to hate the douchebags in Washington who make the laws and set the priorities.

Interviews…

The federal hiring process is FUBAR, that’s a given. It takes months to hire a single position which basically ensures your first pick candidate will have had another offer by the time you’ve made a selection. This basically sets the stage for wading into the middling candidates to make a selection. I’m sitting on six interview pannels between 8 and 12 tomorrow… And not even for my own positions. If there was ever a case for being driven to drink your lunch, tomorrow would be it.
