What Annoys Jeff this Week?

1. Being the “dumb guy” in the room. I’ve met enough brilliant minds to know mine isn’t one of them. I’ve made my peace with that. I’m satisfied with having a respectable amount of general knowledge in many areas and a deep knowledge of a few threads of the arts and humanities. It’s my niche. But every once in a while you walk into a room, spend nine hours listening attentively and walk away realizing that you don’t have a damned clue what anyone was talking about. On those days the best you can manage is to smile, try to nod at what feel like appropriate intervals, and pray that no one asks you any questions. Days like that suck.

2. Being a piñata. We all have plans – a basic script by which we’re expecting to live our lives. For most of my working life, my plan included working 40 hours a week. With the arrival of sequester and furlough I made my peace with the new plan being 32 hours a week and adjusted accordingly. Now that furlough is ending, I’ll again adjust Artesian Logoaccordingly – insecure in the knowledge that “next year is going to be worse” hanging over my head. If there’s anything I hate it’s being jerked from pillar to post repeatedly like some kind of half-assed piñata.

3. Artesian Water Company. Nothing quite like getting a email from your overseas landlord wondering why he’s getting a notice that the water company is about to discontinue service. When I called Artesian to calmly ask WTF, the customer service representative cheerfully told me that the account was two months past due. Oh really? Not according to my account of statements and bills paid. But hey, I think I may have uncovered a slight problem with their doucheconoe business process that says bills can only go to the registered property owner instead of the guy actually living in the house and paying the bill. Asshats.

The storm before the bigger storm…

So the intrepid leadership of the Dysfunction of Defense has magically discovered a way to reduce the total number of required furlough days for civilian personnel from eleven to six. On the surface, that sounds like a fine thing and if you’re not picky about the details and surrounding circumstances, I suppose it would be. Being the slightly jaded and cynical jerk that I am, of course, I have a slightly different take on how things are going inside that five sided funny farm on the banks of the Potomac.

As close as I can figure, reducing the number of furlough days probably has as much if not more to do with the legal requirements for the Department to close the books on the fiscal year before the clock strikes midnight on September 30th. Someone, somewhere deep in the bowels of The Building has probably realized that along with the rest of us schleps, the finance and logistics people they need to close out the fiscal year are also working 20% fewer days and not authorized overtime. In my experience, that makes completing the year end financial festivities a statistical impossibility. Woops.

Another perk of getting everyone back to the office in the next week or two is that it gets everyone into a nice routine for the inevitable shitstorm that’s going to take place at the start of FY14. My best guess is that the fiscal year about to start on October 1st will include such highly sought after features as Debt Ceiling Induced Government-wide Shutdown, Furlough: Part II, Reductions in Force, and Pay Freeze: Part 4. Hopefully I’m wrong about some or all of those predictions, but I don’t think I am.

I have the sinking feeling that this six day furlough was a dry run – the storm before the even bigger storm ahead.

What I Did on My Furlough Day (Part 4 of 11)…

Well, we’re four weeks in to DoD’s brilliant cost-saving furlough and routines are starting to develop. Saturday Part 1 (a.k.a Furlough Friday, a.k.a. Old Friday) has become the default day for running errands, going to Walmart for groceries, and beating the lawn back into submission. Basically I’m still putting in a full day’s work, it’s just work that I’m not getting paid for and use to be considered part of the weekend routine. Aside from the making of a new routine, there’s nothing significant to report. Hanging out at home, minimizing expenses where I can, and generally trying not to have an aneurism every time someone mentions a five-week Congressional recess or a multi-million dollar presidential vacation.

Give a man a gun and he can rob a bank. Give him a bank and he can rob the government… but if you elect him to office he can steal it all.

Half and half…

As part of the Magical Mystery Furlough of 2013, half the people stay home on Mondays and the other half stay home on Fridays. It’s one of those ideas that sound better in theory than it operates in practice. The logic was that inflicting the furlough on two separate days would mean that offices were open and “servicing the customer” during normal business hours. Like I said, it sounds fine in theory. I mean what customer doesn’t enjoy a good servicing, no?

What’s really happened, of course, is both Monday and Friday have become bureaucratic dead zones – the lights are on, there are a few people around, and we can officially say that Quadragonthe office is “open.” Just don’t try to get much done because odds are at least half of the people you need to talk to are scheduled out on the opposite Furlough Day. It’s hard to believe no one at echelons higher than reality saw that coming.

What we end up with is a functional work week that takes place only on Tuesday, Wednesday, and Thursday because that’s the only time most people make it to the office nowadays. That’s not taking into account the people who are out in the normal course of using vacation days or sick time. Since no meetings were harmed in carrying out this furlough, anything that was usually scheduled on Monday or Friday now takes place on one of the other days too. That’s not even accounting for the meetings we now have to have to talk specifically about the impacts of sequestration and the furlough. Far be it for me to criticize, but let’s just say productive time is becoming an increasingly rare commodity.

The lights are on. We can say we’re still open five days a week. But what’s been lost in productivity is far greater than the sum of everyone’s collective 20% reduction of hours. Maybe this whole asinine exercise will save Uncle a penny or two on the dollar, but what he’s losing in the productivity, morale, dedication, and respect of his employees will cost him a shitload more than that in the long run.

What Annoys Jeff this Week?

1. Furlough payday. Holy balls. Even when you’ve run the numbers and have a good solid sense of what’s coming, no amount of tinkering around on a spreadsheet really prepares you for Uncle Sam reaching deep into your wallet and financially raping you. Repeatedly. A week ago, I was philosophically opposed to Sequestration and the resultant furlough. With the arrival of my most recent direct deposit, I’ve transition more into a mode of going out to the shed to see if I have a pitchfork and a few torches to spare. It strikes me that if I were alive and in Boston on December 16, 1773, I would have probably been heaving boxes of tea overboard with a smile on my face. It seems that although I don’t particularly like the rabble, I do enjoy rousing them.

2. George. While I would like to thank the Duke and Duchess of Cambridge for naming their offspring in honor of my Tortoise, I am utterly vexed when it comes to understanding why the good people of the United States spent half a dozen days buzzing about it. If we were the United Colonies or a member of the Commonwealth, I could understand being interested in the birth of our President_Barack_Obamafuture head of state, but since we’re citizens and not subjects, I’m at a loss. How many other 30-something couples in the UK had babies this week? How many people in your town had babies? Know how much we all care about them? Yeah. We don’t. I say Godspeed to Wills and Kate, but knowing that they had a baby and that he will sit the throne long after most people alive today have shuffled off the stage is a sufficient report. There’s no need to get our collective nickers in a twist.

3. POTUS. When I hear the president on television talking about growing middle class jobs, increasing spending on education, and generally touting his plan to improve the economy, I only have one thought these days. That thought: WTF? As the head of the executive branch, the president could take one giant step towards improving the plight of the middle class by directing his Secretary of Defense to cancel the administrative furloughs of 650,000 civilian employees. Before he has any credibility on any issue that even tangentially touches on pay, benefits, and employment, the man needs to keep the promises made to the folks already working for him. What I think I understand so far is when large corporations load up on part time employees to keep costs down, it’s evil and wrong, but when the largest agency of the federal government does it it’s a prudent cost savings measure. WTF, Mr. President? WTF?

Truth to power…

I’m use to getting form letters from my elected representatives. Writing them directly might not count for much in today’s world, but the right to petition our government for redress of grievances is one of the hallmarks of the American democracy. Even as one voice among 300 million it’s not a right that I’m willing to let quietly die or to forgo simply because it doesn’t feel effective.

Like others of a certain age, I also use Facebook and Twitter to make my opinion known. Ninety-nine times out of a hundred, these messages to power go unremarked and barely noticed… Which is why I was surprised today to get a reply to my last post on Representative Andy Harris’ Facebook page. It might have had a bit of the form letter flavor, but it at least meant that a staffer had to take the time to note my opinion and provide the appropriate response. That was unexpected.

The government writ large understands two basic things: money and popular opinion. Until I hit that elusive Powerball jackpot, I won’t be hiring my own lobbyist, but the one thing I can do, loud and long, is let my opinion be known at every opportunity. I know there are plenty of people out there who thing I should shut my pie hole and be glad I have a job (even if it is part time for the next 9 weeks), or think that the typical bureaucrat is overpaid, or think the whole damned machine needs to be torn down. That’s fine. We all know that opinions are like a certain anatomical orifice.

I expect and encourage others to have their own opinions, but know now that despite any thoughts to the contrary I will continue to make mine heard through every avenue available to me. To borrow a quote from one of my favorites, I strive to “Never give in–never, never, never, never, in nothing great or small, large or petty, never give in except to convictions of honour and good sense. Never yield to force; never yield to the apparently overwhelming might of the enemy.”

Sometimes I’m going to fall well short of that goal, but I’ll be here as long as I can hold out, raising hell and telling truth, as I see it, to power.

What I did on my Furlough Friday…

I really should just be staying home, conserving resources, and bitching online about the monumental contempt in which I hold the elected “leaders” of this country, but instead I cooked an actual breakfast this morning and knocked around with the dogs. Washed some clothes, did some dishes, and made myself presentable. I trolled around a few of the local pawn shops looking for deals on a couple of specific items and found out that grocery shopping at 1PM on a Friday is every bit as good as 8AM on Sunday. I’ll be keeping that little secret in mind for the next nine weeks. I cut the grass and decided even I’m not obsessive enough to do an hour’s worth of trimming in 100 degree heat. No worries, this weekend still has two more days and I’m sure obsession will trump heat at some point.

So now that everyone else has started their weekend too, here I sit, nursing a Red Stripe, trying hard to coax a few hundred words onto the page. If I’m bluntly honest with everyone, the beer is disappearing far faster than the words are showing up, so there probably won’t be much to salvage by the time it wraps up this evening. Maybe tomorrow, or the day after that. Fortunately, the words always seem to show up eventually, even when I don’t know exactly where they’re coming from. However it happens, I’ll take them all.

So yeah, Furlough Friday #2 (or Saturday Part 1 if you prefer) was as much of a success as one can reasonably expect under the circumstances. It’s still new and different. Ask me a month from now and you’ll likely hear a different opinion.

Furlough Friday: Take 1…

And so, the first Furlough Friday of FY13 draws slowly to a close. Some of you might be wondering how it went. Although I didn’t have a to do list for the day, here are some of the highlights:

– Wake up, roll over, and tell the alarm clock to go fuck itself

– Brew and drink at least a pot of coffee

– Send hostile and antagonistic message to local members of Congress

– Write at least 500 words before leaving the house

– Pick up groceries

– Watch four episodes of The Sopranos

– Attempt to write a creative and snarky blog post (mostly unsuccessfully)

– Eat dinner

– Find something on TV that doesn’t make me want to pummel myself into unconsciousness

– Go to bed, wake up, and repeat weekly as required.

As much as I would like to say that Furlough Friday was a endless field of excitement, alas it was not. The good news is that despite the furlough the electricity remains on, the fridge is still cold, and inside it is enough tasty hops flavored beverage to see me through to another Furlough Friday.

What Annoys Jeff this Week?

1. Paid subscription to online “newspapers”. Um. No. I’m not paying for content that’s free elsewhere. If I were to pay for access, I would expect the content to be advertisement free, but since you’re not going to do that, I’ll keep my cash right where it is. I don’t mind paying for pay-wallservices and I don’t mind targeted advertising, but I’m not generally going to be willing to pay for the privilege. There’s nothing in the Cumberland Times-News, Baltimore Sun, or Washington Post that I really need to read, so instead of paying them for the service, I end up using news aggregator sites, blogs, and alternative media, which further reduces ad revenue for the newspapers, which further harms their business model. It’s some death spiral they’ve tucked themselves into.

2. Small talk. Not surprising for a guy who writes as a hobby/inspirational career, I don’t consider myself much of a talker. Most things I have to say tend to come across better in writing anyway, although that’s not really the point. Maybe it’s a social failing on my part, but I don’t like small talk. I don’t want to engage in it. If I’m not showing the least interest in your monolog about the week you’ve had, please take the hint that I legitimately don’t have any interest in the conversation. That should be your cue to back away slowly and let me get back to doing something that’s nominally productive. I’m happy to talk when something needs to be said, but idle chatter just for the purpose of having something to say isn’t my style. It’s never going to be my style. And if you force it on me repeatedly, I’ll consider you an irredeemable asshat and proceed to ignore you as much as possible, while seething silently inside because it’s considered bad form to punch you in the throat.

3. The New Friday. It’s finally New Friday here, which roughly translated means on this first week of furlough, it’s officially furlough eve. While I usually await time off with great anticipation, I’ve been sitting here ticking off the list of things I wouldn’t mind getting done around here. That’s good. I like having lists and like checking things off of them even more. Then, of course, the practical implication of why I have this abundant free time occurred to me and made most of the checklist a moot point. Since getting productive things done generally seems to cost money, well, let’s just say I’m sitting here looking at the first of what will probably be eleven remarkably unproductive weekends. Maybe it’s time to sit down and start the editorial and design work on the 2013 edition of the What Annoys Jeff this Week eBook. At least that’s more or less free entertainment.

A week with no Wednesday…

Since this is the first of 10 more furlough weeks to come, it should be noted that for purposes of record keeping I’ll be dividing the week as follows:

– Monday and Tuesday will be held as scheduled.

– Thursday replaces Wednesday and is immediately followed, as usual, by Friday, which will take over Thursday’s old time slot.

– Saturday Part I is allocated the space formerly occupied by Friday.

– Saturday Part II is takes the place of the traditional observance of Saturday.

– Sunday remains in its historic place as the day that keeps Saturday (Part II) and Monday from crashing together.

Please note that until further notice, Wednesday will no longer being observed by jeffreytharp.com. While posts will continue to appear as normal, official business will only be transacted on Monday, Tuesday, Thursday, and Friday as outlined above. Saturday (Part I and II) and Sunday are considered non-working days and will be subject to lying about on the couch watching trashy daytime television, surfing the internet, perfecting a diabetic-friendly rum punch recipe, arguing with the evening news, and otherwise being an unproductive member of society.

We regret that Uncle Sam has made this drastic step necessary and hope that Wednesdays will be restored to service as soon as funding levels allow.
