What Annoys Jeff this Week?

I usually give WAJTW over to three short, unrelated snippets of stupid that I’ve encountered during the week. From time to time, though, a single issue is of such magnitude that I feel it’s worthy of undivided attention. This week is one of those occasions.

For the last two months, we’ve been hearing around the office all manner of things about a “climate survey” conducted earlier this summer. Most of the time these surveys come and go without much notice. I don’t know exactly what the responses were in this most recent round of questioning, but I can only surmise that the results were beyond bad. It’s the first time in almost 13 years that I’ve ever seen an organization actually do something in response to their survey.

I should draw a line of distinction here between doing “something” and doing the right thing. So far, my little slice of the organization has been talked through the survey results on five separate occasions. We’ve now had two sessions with different groups allegedly to discuss what our perceptions of the problems are. Today marked (I think) the 8th time that we dedicated at least an hour or more of the work day to this topic. You’d think by now there would be more than a passing awareness at echelons higher than reality of what the issues are, who’s responsible, and the effects it’s having across the workforce.

What I’ve seen so far is that we’re spending a hell of a lot of time talking about things. What I haven’t seen is anyone actually doing something with the mountain of information they’ve already been given. I’ve been around long enough to know that the game plan probably involves talking about it for so long that people forget there’s actually a problem… Which in all likelihood makes much of the last two months a very large effort to check off the “we hear your concerns and are doing something about it” box.

On that score the powers that be are right. They’ve done just enough to demonstrate initiative, but not nearly enough to make a damned bit of difference… and thus does the great green machine go rolling along.

I got mine the hard way…

So I was sitting in a meeting a few days ago (because that seems to be my professional raison d’être). I won’t go into the specifics of the discussion, but the general topic was the virtue of in person training versus “virtual” training delivered online. As I was only tangentially involved in the discussion, I quickly found myself engrossed in whatever notes I had previously scribbled onto my yellow legal pad.

What pulled my attention back into the conversation was a crack out of nowhere about not really thinking of academic excellence from people who get online degrees. Now what you should do when someone five steps above you on the org chart says something that ruffles your sensibilities is sit quietly and do absolutely nothing, lest in responding you incur their wrath. Sadly, as many of you know, sitting quietly and keeping my mouth shut is something I tend to struggle with on an almost daily basis.

I’ll be the first to admit I didn’t go to Harvard, or Columbia, or the Wharton School of Business. I took my classes one at a time in the evenings and on weekends, while working full time, and traveling 2-3 weeks each month because that’s what Uncle said he needed me to do… so if you want to talk to me about academic excellence, I’ll be happy to go a few rounds with you on the virtue of an online education. Now I can be as elitist as anyone else, but as far as I’m concerned, I’m the one who got mine the hard way and if that doesn’t satisfy your century old notion about what constitutes “real” education, well that’s ok because I’ll be around long after your Paleolithic point of view is consigned to the pages of history.

I could have said more on the issue. That part of me that likes a good fight desperately wanted to go a dozen rounds, but I had to satisfy myself with looking an individual in the eye and telling them that as the holder of one of these online degrees, I didn’t feel educationally slighted in the least. I scored my point, but it wasn’t particularly satisfying. I didn’t want an apology or even a “present company excluded.” I simply wanted to provide a gentle reminder than no matter how high and mighty, it’s always best to know your audience before firing off at the mouth and losing credibility in the eyes of those who you would lead.

Indecisive much?

While I would never criticize those empowered to make difficult and important decisions, I will cheerfully provide you with a timeline of events and let you draw your own conclusions about how the story unfolds.

I’m tempted to add an entry for 10:00AM, when I’m projecting someone will make a decision to shut it down for the day, but since that hasn’t happened, I’ll stick to reporting the facts as they happened and let the future tend to itself.

It seems to me that over the course of ten hours, we waffled, vacillated, and ended up more or less right back where we were at around 8PM yesterday. I’m not saying anyone is indecisive much, but the simple facts of the case are what they are.

What Annoys Jeff this Week?

1. Moral outrage. When you give a television show to a bunch of self-identified conservative rednecks and then get bent out of shape when they say something conservative, I’m not sure you’ve got a lot of room for moral outrage. I have a hard time believing A&E didn’t know what they were getting when they hired the cast of Duck Dynasty. While I personally disagree with a lot of Phil’s philosophy, I fully support his decision to answer questions directly and honestly based on his beliefs. I guess maybe I’m just troubled by a world where a man’s thoughts and opinions need to be vetted through a staff of crack lawyers before he can say them out loud. I disagree with people almost every single day. Somehow I manage to do it in a civil manner and without getting my little feelings hurt when someone doesn’t subscribe to my belief system hook, line, and sinker. Life’s just more interesting when you’ve got people who challenge your assumptions about what’s good, bad, right, and wrong.

2. The First Amendment. All day I’ve been listening to people argue that A&E is violating the 1st Amendment by sidelining Phil Robertson in response to his quote in GQ Magazine. Here’s the hitch: The 1st Amendment was written to prevent the government from interfering with freedom of speech. That leaves private businesses largely free to hire, fire, suspend, fold, spindle, and mutilate their employees in any number of ways based on what they say and do both on the job and during non-duty hours. As long as the company acts in accordance with the law and any contracts in force, they’re basically able to do as they please. Now whether those decisions are good or bad from a moral or business perspective, I’m in no place to judge. In any case, timing it right sure can generate a hell of a lot of free publicity for cable’s highest rated non-scripted show. So just remember that while Uncle Sam might not jump up and stop you from putting your foot in your mouth, with your freedom of speech comes the consequences of that speech.

3. Being in charge. Being a supervisor was one of the biggest reasons I left my last job. Plenty of people have that skill set. Some of them even like it. I don’t on both counts. I’m ill suited to it if by no other reason than by temperament. Even when the dark cloud of supervision rears its ugly head even for a few short hours, I’m reminded intensely why I’ll spend the rest of my career struggling mightily to avoid it.

Busy and important…

Imagine, if you will, ten grown adults in a room. All of them are very busy and important. You know this because they’re wearing ties. Ties are always the sign that you are a busy and important individual. They stare intently at the table before them covered with hundreds of sheets of colored paper, as if trying to divine the sanctified intent of the gods on Olympus. Big BoardAfter a brief bit of this intent staring, all the very important and busy grown adults spend the next 90 minutes alternately locked in conversations unrelated to their reason for being there in the room or attempting to stifle yawns and not look completely comatose.

There’s an 11th person in the room, though. He’s not wearing a tie (because he’s a well respected malcontent and cynic – and because no one bothered to tell him in advance that he was going to be part of this particular gathering). He’s the guy in the room whose sole responsibility is for making sure the PowerPoint slides being shown on the “big board” get flipped on time. That’s another way of saying that for almost two hours, his only responsibility in all the known universe is hitting the right arrow on a laptop keyboard more or less in time with the disembodied voices being pumped into the room over speakers.

I realize that being busy and important is most likely a full time job. Still, I think that in austere fiscal environment where we need to make every hour count towards something productive, maybe one of the other ten people in the room could have handled the hard work of being PowerPoint wrangler rather than calling in an 11th and making that his only mission in life. Of course that’s only true if we care about efficiency rather than personal convenience and giving the impression of being too busy and important to add even the most basic and undemanding of tasks to the hard work of sitting there trying not to fall asleep.

Survey says…

Two days after calling the vast bulk of the Department of Defense workforce back from our legislatively imposed furlough in the dead of night, some unmitigated asshat at echelons above reality decided it was a good time to launch a “command climate survey.” For those who don’t speak bureaucrat, these surveys are conducted a couple of times a year and are supposedly designed to gage employees feelings about leadership, their work environment, colleagues, managers, and get a general sense of the survey-saystemperature of the organization. At the best of times I’ve always thought these surveys are of questionable value. A week after being told by my political masters that I’m nonessential, well, my immediate response was a stream of under my breath swearing and a resounding facepalm.

After six days of furlough this summer, four days of furlough last week, a sequester that means reductions in defense personnel are matter of when and not if, and a political class that’s bound and determined to undermine the long term stability of the nation, you really want to know how I feel about my job? You have absolutely got to be shitting me.

Morale? In the crapper. Opportunities for advancement? Nonexistent. Faith in our leaders? I won’t even dignify that one with a response. Work area has sufficient light? Well, at least you’ll get good marks on that one. They’ve managed to keep the electricity flowing to the building. I suppose under the circumstances, that’s a milestone achievement.

Walk around the building and you’ll learn all you need to know about the “climate.” We’re frustrated and we’re angry. We’re exhausted from being loyal pawns in some half assed urination contest… and we’re more than a little sad to see the strength of the nation being pissed away for no purpose other than the misguided self-aggrandizement of those we elected to lead.

If they’re dumb enough to asked how I feel, I’m just hostile enough these days to tell them how it is. Now they know. Now you know too.

First day of school…

After almost a week of Congressionally imposed exile, it’s back to work for most Department of Defense Employees. It feels a bit like the first day of school after a long summer of not giving a damn. Suffice to say that I am something a little less than motivated. What can I say, I’m having a significant emotional response to being told for a week that my services are unessential and then getting a call after 9PM on Sunday to hurry up and get back to work. Look, I know the old hurry up and wait is the Army Way and all, but seriously, taking care of your people should involve more than jerking them form pillar to post around the time many of them are headed to bed. Decent behavior and a basic level of respect are apparently expectations that are all out of proportion to reality. Good to know.

The great irony is that I’m going to be missing at least part of this first day of school. Instead of being on my way to the office, I’m killing an hour or two before heading out for my second root canal in the last seven days. Is it bad that dental surgery almost seems like a better way to spend the morning? It probably is, but Uncle Sam is currently ranked higher on my shit list than the dentist. As sad a state of affairs as that is, it doesn’t seem at all unreasonable.

What Annoys Jeff this Week?

1. Irons in the fire. If there was ever a recurring them up in this place, it would have to be that time is fleeting. There’s never enough of it and there’s always too much to cram into the hours available. I hit that wall once every five or six months – when it gets to the point when you’ve got to start making uncomfortable decisions about what stays and what goes; what you’re willing to invest time into and what you’re going to toss over the transom. It’s why I don’t golf any more – I loved it, but carving out four or five uninterrupted hours at a time eventually fell into the too hard to do column. It’s getting to be one of those times again and it’s just a matter of racking and stacking the things that are eating up my day and deciding what makes the cut and what doesn’t. I’m absolutely convinced that I can do it all, but I equally sure I can’t do it all at once.

2. Failure to lead. Once upon a time, the United States was the voice of reason on the international stage. Winning two world wars and forging an international economic order, we managed to keep the cold war from turning hot and kept enough of a lid on a dozen other regional conflicts to keep them from boiling over and dragging the rest of the world down with them. Now, with our oldest alliances fraying and our “great power” influence on world events waning, we seem more or less content to let others lead while we fall back. We’re in retreat from the world around us and our responsibilities in it; worse, we’re letting other countries call the tune to which we’re going to have to dance. I see the growing notion at home and abroad that the United States is “just another country.” Philosophically, I’m horrified by the very notion and know full well that the road we’re on doesn’t end well either for us, or for the generations who have looked for us to lead the way.

3. Modern convenience. I have a light on my truck’s dash that is supposed to tell me when one of my tires is low on air. It’s been on for six months because what it’s really telling me is that I have a bad air pressure sensor. When I was informed by Toyota that the pressure sensor was a $300 fix, let’s just say that after laughing at them my next question was whether I could get behind the dash and just take the bulb out of the idiot light. I’m sure some people consider knowing their tire pressure from the pilot’s seat an incredible convenience. I’m not one of them. Back in the dark ages when I got my driver’s license, we had to manually check our tire pressure from time to time with a $.99 handheld analog gage. If it means not spending $299.01, I’m happy going right back to doing that once a week just like I did from 1994-2008. I’m pretty sure this is a case of modern convenience being more trouble than it’s worth.

What I did on my Furlough Friday…

I really should just be staying home, conserving resources, and bitching online about the monumental contempt in which I hold the elected “leaders” of this country, but instead I cooked an actual breakfast this morning and knocked around with the dogs. Washed some clothes, did some dishes, and made myself presentable. I trolled around a few of the local pawn shops looking for deals on a couple of specific items and found out that grocery shopping at 1PM on a Friday is every bit as good as 8AM on Sunday. I’ll be keeping that little secret in mind for the next nine weeks. I cut the grass and decided even I’m not obsessive enough to do an hour’s worth of trimming in 100 degree heat. No worries, this weekend still has two more days and I’m sure obsession will trump heat at some point.

So now that everyone else has started their weekend too, here I sit, nursing a Red Stripe, trying hard to coax a few hundred words onto the page. If I’m bluntly honest with everyone, the beer is disappearing far faster than the words are showing up, so there probably won’t be much to salvage by the time it wraps up this evening. Maybe tomorrow, or the day after that. Fortunately, the words always seem to show up eventually, even when I don’t know exactly where they’re coming from. However it happens, I’ll take them all.

So yeah, Furlough Friday #2 (or Saturday Part 1 if you prefer) was as much of a success as one can reasonably expect under the circumstances. It’s still new and different. Ask me a month from now and you’ll likely hear a different opinion.

So you were expecting a thank you?

Secretary Hagel announced this afternoon that the department was reducing it’s number of planned furlough days for civilians from 14 to 11. That’s down from the original estimate of 22 days they were talking about back in February and March. Judging from the blip of coverage I’ve seen, the media consensus is that defense civilians should be doing cartwheels and singing hosannas at the “good news.” That’s a problem for me.

While it’s true that 14 is better than 22 and 11 is better than 14, I’m not willing to concede the point that any number of furlough days is a “good” thing. In fact it’s bad precedent for the next 9 years of sequestration planning, it’s bad for productivity, and it’s bad for morale. I’m not going to get on the band wagon of a 5% pay cut this year (after 3 years of frozen pay) being a good thing. I’m not lending even the hint of my accepting the idea that this is anything other than a political problem being solved on the backs of a workforce that they’ve already spent three years beating like redheaded stepchildren.

The story we’re being sold is that leadership has “saved” the workforce from the worst effects of the sequester. The reality is that all you’ve done is replace one really shitty course of action with another slightly less really shitty course of action. It’s hard to imagine why I wouldn’t be falling all over myself with gratitude. I wouldn’t thank a mugger because he didn’t take all the cash in my wallet and I’m not going to thank our illustrious leaders for legally doing the same thing. If they were expecting a thank you for their half assed attempt at “leadership,” boy did they come to the wrong place.
