Preparing to beg forgivness…

We’ve entered a particularly dangerous part of the year… the point where the volume of information flowing towards me surpasses the available time in which to process it. Forget about trying to do any reasonable analysis, synchronizing or integrating data, or otherwise trying to build a comprehensive framework for whatever is happening. 

For the next seven business days I’m operating purely on the the input – reaction model. It’s triage, which incidentally isn’t a great way to function over any sustained duration, but isn’t awful in the short term… as long as you don’t particularly mind that while you’re making decisions based on short term convenience, there may be no one assessing the longer-term impact of those decisions. 

In fact, some would probably tell you longly and loudly that I am, in fact, not a “decision maker.” Technically that’s absolutely correct. My function in life is to provide information to the deciders and then carry out the decision as best I can. The reality, of course, is that there’s not always a decider around when you need one…. and even when they are around the time it takes to get them to make the actual decision is so long that 57 other decision points have piled up waiting for someone to do something with them.

Sometimes permission is a luxury the ticking clock just doesn’t accommodate. Fortunately I’m 100% comfortable begging for forgiveness as needed.

Levels of review…

In my little corner of the Giant Bureaucratic Organization, very few pieces of paper ever move further than one’s own desk without passing through one or more layers of review. These reviews are almost the very definition of what it means to exist within the bureaucracy – the very reason the term “paper pusher” came into existence.

It’s hard enough to move a single piece of paper, say something as simple as a memo. The complexity and convolutions involved in getting something larger – say a document of several dozens of pages is mind boggling. It’s a herculean feat of bureaucratic mastery involving three layers of review at a bare minimum. I’ve personally seen the number of reviewers go as high as 14  on a single document. I’ve heard stories that the numbers can grow even larger as one progresses through echelons higher than reality towards the beating, five-sided heart of our bureaucratic empire. Each and every non-concur along the way carries the risk of sending you back to the starting block to try again.

I’m not saying that reviews are entirely pointless or without merit. In some cases I’d even argue that they are absolutely necessary. When it becomes the reviews themselves that drive the process rather what is being reviewed, I can’t help but believe that there is a flaw in the system. Then again, I’m a poor simple history major who learned to read original source documents that may have virtually no relationship to standard English usage so what the hell do I know. 

What Annoys Jeff this Week?

I had three things all laid out for today. But all three of them combined don’t hold a candle to the one big thing that has been absolutely crazymaking this week… and that’s waiting until the last fucking minute to decide to pay attention to the onrushing train bearing down on you.

It’s not that I have a philosophical problem with needing to do things at the last minutes in and of itself. Sometimes a crisis really is a crisis, something that arrived by surprise and was otherwise unavoidable. However, what we here treat as a crisis is almost always something that we’ve seen coming for months, but have elected to ignore until it shows up on the front stoop like a drunk uncle at Thanksgiving. That is to say that nearly all of the chaos brought on by suddenly engaging at the last minute is completely self inflicted.

If there’s nothing else I’ve learned in my 16+ years here in the heart of the Great American Bureaucracy it’s that no amount of planning I can do that will offset late-in-the-cycle visits from the Executive Good Idea Fairy. No amount of anticipating needs, or prep work, or casting entrails will ever get you ready for things that should have been mentioned three months ago but show up with less than three weeks to go.  

Three weeks or: Planner in the hands of an angry god…

Even if I didn’t have a calendar I’d know that we were inside the last three weeks of planning before our latest Big Event kicks off. I’d know it just based on the number of emails that are currently sitting in both my in and outboxes. I’d know it because my phone was ringing when I got to my desk this morning and was ringing when I walked away from my desk at the end of the day. 

The current Big Event is now close enough on the calendar that it’s starting to attract the attention of the gods on Olympus… and they’re asking questions and very much interested in making sure their thumb prints are present and undeniable. 

That’s fine, of course, none of this is a point of personal pride for me. I’ve long ago accepted that staff work is a land where blame piles up like cord wood and all credit is owed to the gods. As a poor simple planner in the hands of an angry god, though, it would be nice if time to time, the Olympians took a passing interest way the hell back in December when I started agitating about needing to kick off the planning process… and when grand sweeping changes are awfully easy to make. 

We all have our own twisted fantasies about how things are supposed to work. I don’t suppose there’s any real problem with that unless you start laboring under the delusion that there’s any chance they might accidentally work that way at some point. 

Doing the work…

I’ve done well for myself. I’ve taken advantage of my educational opportunities all along the path of life. Occasionally I even think that I’ve done better for myself that a simple boy fron down the crick really has any right to expect. Don’t think for a moment that I take any of that for granted. 

I’ve seen a lot of the world and had the opportunity to have some truly remarkable experiences. At heart, though, I ultimately think of myself as a technician – a wrench turner in the data economy. I’ve tried the whole management and supervision thing and we’re all better off for my having given it up.

Mostly, I really just want to be left alone to do the work. That’s where my talents and interests are applied to the most effect.

I’ve said it before and it bears repeating: Hard won experience tells me that I can either spend six hours doing the work or spend those same six hours sitting in meetings talking about the work. If I’m doing the latter, there’s absolutely no progress being made on the former. Putting more simply, I can talk about the damned work or I can do the damned work. I cannot, however, do both simultaniously. Personally, I know which one I’d greatly prefer. 

However, my opinion on the subject is clearly not of any great significance. If it were I wouldn’t regularly be spending 50% or more of my days sitting around jibberjabbering instead of getting the job done.

What Annoys Jeff this Week?

1. Bathroom stall phone calls. Yes, you’re sitting down and probably bored, but the shitter in the public restroom really isn’t a conference room. And yet at least once a week I walk into the one down the hall from my little section of cube farm and there’s someone holed up in one of the stalls having a full blown conversation. First, it’s the one room in the building where I can mostly go to escape pointless conversation. Secondly, whoever you’ve got on the other end of the line doesn’t need to hear you dropping the kids off at the pool. Lastly, you can save the stink eye, because every time I walk in there and find you on the phone, I’m going to fart, belch, whistle a jaunty tune, and generally be as loud, obnoxious, and passive aggressive as possible… because I dare you to say something to justify yourself in the eyes of gods and men.

2. City slickers. In Paul Krugman’s recent screed in the New York Times, Getting Real About Rural America, his thesis seemed to be that things could get better if only people in rural America started thinking more like people living in urban America. The catch, of course, is that I’ve made the conscious decision to live in rural America precisely because it doesn’t think (or behave) like urban America. I could have just as easily decided to live in Baltimore, Wilmington, or Philadelphia but none of those places support the kind of lifestyle or the quality of life that’s important to me. If the capital “D” Democratic Party ever wants to make serious inroads into the vast swath of country beyond reliably Democratic voting cities and inner suburbs, they’re going to have to come up with a far better argument than “you should just think like us.” The day I declare I want to give up wide open ground, backyard wildlife, towering oaks, no traffic, and idyllic quiet for “everything the city has to offer,” consider this my written permission to begin proceedings to have me psychologically committed. 

3. Recognition. After spending the better part of six months mixed up in delivering a final product that’s “rolling off” the proverbial line next week, there’s nothing more cheering that sitting in a meeting where one of the Gods on Olympus turns to you quizzically and asks, “Ummm, why are you here?” Oh, no particular reason, I saw a meeting forming up and I didn’t have anything else to do this hour so I thought I’d hang. I don’t ever do things for public credit to see my name in lights – in fact I actively avoid those things. Still, though, sometimes it might be nice to know it’s recognized that I’m not just wandering the halls lacking anything better to do. You can just color my morale well boosted today.

My lane…

One of the best parts of having been around for a while is that “my lane,” those areas of the workflow for which I exert some measure of control or influence, are reasonably well defined. Put another way, I know my boundaries within the organization or of the specific projects I’m assigned. I know what I can and can’t do – or rather what I’m supposed to do and those areas on which I am not supposed to tread. It helps me not dive into the deep end and fire off my opinion without first having that opinion grounded in fact.

It’s important to remember that your lane can change over time. It can narrow or grow wider based on the needs of the organization you serve or on the whims of those who lead it. Because of this, remembering who is empowered to change the size of your lane, also helps you avoid careening through the guardrail and finding yourself upside down in a ditch. 

It’s critical to remember this when someone who isn’t in legitimate position to shift the width of your lane tries to give you a nudge. The fact is, I don’t care if you are a butcher, baker, candlestick maker, doctor, lawyer, or indian chief, if you’re not one of the handful of people who are authorized to change the width of my lane. Despite all their efforts to the contrary, I’ll smile politely, give them and understanding look, and then carry on as if we’ve never had a conversation. 

I am an American bureaucrat. I have honed my craft over years. Who’d have thought that innate intransigence and a prickly sense of how things ought to be done would ever serve me so well.

Personally…

I think it’s adorable when someone calls me sounding apologetic and forlorn because they need to make a major change to one of the events managed by Tharp Parties and Events Ltd. (A division of Big Bureaucracy Productions).

Look, chief, we all work for someone. You answer to your bosses. I answer to mine. If yours and mine provide conflicting guidance and we can’t sort it out together, I have absolutely no problem pushing it up the chain for resolution somewhere at echelons higher than reality. Your bosses and mine are allegedly professional adults who should be more than capable of decision making when their staff can’t come to agreement.

Believe me when I tell you that if you come to me saying “I know this is going to blow a hole in the schedule, but my bosses don’t want to do A, B, or C,” I’m just going to shrug, pass the word to the next level up, and move on with the day. The chance of my taking it personally is precisely zero-point-zero.

You see, there are a limited number of hours in the day and I’ve only got so much energy to apply to whatever batshit crazy things happen during any given 24-hour period. I do my level best to wast as little of that time and energy on anything that is absolutely beyond my ability to control or even to exert influence upon.

So, you see, if you ever find yourself in a position of delivering me “bad news,” and I take it with what might generously be called ambivalence, know that it’s not exactly because I don’t care, but rather because even as you were speaking, I assessed the situation as being something well outside my scope and I’ve already made the decision to refer it to higher for further evaluation and action.

I’m nothing if not a man who recognizes his own professional limitations.

What Annoys Jeff this Week?

1. The perceived speed of time. An entire Saturday runs its course in approximately 1 hour and 37 minutes. By contrast a typical Tuesday afternoon drags on for something like 14 days. Yes, I know it’s largely just a function of the way the conscious mind processes routine experiences and memory building, but damn. I wish I could find a way to bottle that 6am Saturday morning just after I’ve had my first cub of coffee and the whole weekend is still spread out before me feeling. I could use a strong shot of that at least three times a day on any given Monday-Friday. 

2. Moving with purpose. Wherever you go, no matter the time of day, you will find yourself surrounded on all sides by people who seem to be loose roaming out in the world with no particular place to go and no particular time when they need to be there. They walk slow, they drive slow, the veer left or right without warning and for no obvious reason. It’s like these poor misbegotten souls are in need of some basic purpose in life. Any semblance of purpose would be a wild improvement from the norm. Day in and day out it’s these absolute shitbirds that are the most constantly infuriating aspects of any activity that requires leaving the house and interacting with people. 

3. Ask for what you want (but first know what you’re looking for). I’ve been at this kind of work almost 16 years now. I generally know the back story. I know where the bodies are buried. I know why some projects succeeded and why others failed. I’ve been around long enough now to remember the last time someone had your “brilliant new idea.” If you want my help, all you really need to do is ask for it… but when you do, it’s best to ask for what you actually want. Don’t ask me for a brief history of Process X and then tell me that wasn’t what you wanted once I gin up the information for you. If you don’t know the name of the thing you want me to talk to you about, try describing it. Give me some detail. Don’t just keep saying Project X repeatedly and thinking that we are in any way communicating. If it’s obvious by the information I’ve provided that my attempt at deciphering your meaning has failed, you should probably come at it from a different angle of attack. I don’t generally want to stonewall anyone. My goal is to get the information you want processed and off my desk as quickly as possible – because that’s the most direct path to reach my overall objective of getting you to stop bothering me. I’ve developed many skills over the first half of my career – but reading entrails and divination remain, sadly, beyond my grasp.

Executive parking…

Being a “senior leader” can’t be easy. I speculate that at best they’re surrounded by a few dozen “true believers” who have wholeheartedly embraced their vision of the future and then six thousand other assholes who only show up because they’re being paid to and don’t much care about someone’s vision beyond how it may impact them and their continued ability to pay a mortgage and put food on the table.

The biggest difference I notice isn’t actually in the conference room, though. It’s in the parking lot first thing in the morning. The run of the mill line employees start showing up at 6:00, maybe 6:30, basically as early as whoever they report to will allow them to come in. The flood gates open between 7:00 and 8:00. While the cubicles fill, I’ve noticed the reserved “executive” parking spots directly in front of the building remain almost consistently unoccupied until 8:30 or maybe 9:00. 

I’m not in any way assuming that means the people whose cars occupy those spaces are lazing about in bed while a weary workforce struggles into the office. It’s just that they are thinking and operating differently. For me, and I assume most of the rest of the masses, the operational intent is to start the day as early as possible, let 8.5 hours elapse, and then get the hell home as expeditiously as possible. 

The seniors, either by choice or necessity, start their days later and inevitably end up ending them later – much later in many cases. They’re the ones who wonder why people rolls their eyes when they mention scheduling a 6pm meeting or why their workforce doesn’t want to participate in evening or “non-duty hours” social events. Again, I can only speculate that because they don’t see the cars in the parking lot at 6:30 AM, they feel slightly betrayed that theirs are the only ones left in it at 6:30 PM.

One on one, outside of the cubicle hell that we inhabit, senior leaders are probably decent enough people with their own interests and personalities. Their lofty position in the c-suite gives them a necessarily different perspective. On a day to day basis, though, my assessment is that we are simply two very different creatures, with distinctly different motivations, who just happen to be residing under the same roof for about a third of every weekday.
