What I did on my snow day…

My first experience with telework, or working from home, was way back in about 2005 when I was home based in central Maryland and working in downtown DC five days a week. Any option that saved me from the 35 minute drive, 30 minute metro ride, and ten minute walk of a commute (when everything worked exactly the way it was supposed to) was a welcome change.

Since then I’ve worked for bosses that were true believers in the virtue of having employees work from home and I’ve worked for others that were firm in the belief that nothing happens unless they could physically see asses in seats right outside their own office door. The truth is, even though I support the idea and take advantage of it at every opportunity, I recognize that finding success working from somewhere other than an office can be very much driven by the personality and work style of the person doing the work.

If that sounds like less than a full throated argument to let everyone work from home as often as they want, it probably should. There are some jobs – and some people – that would be badly served by having that kind of flexibility in deciding were the work gets done. By contrast there are plenty of people and situations that are perfectly well suited for doing the work from anywhere. So, if you ask me if I support telework, the honest answer is, “well, that depends.”

I like to think I’m reasonably successful at carrying out the vast majority of my day-to-day tasks regardless of where I happen to be physically located. Tending to email, participating in meetings, reading or writing, pondering recommendations are all things that, thanks to the wonder of the interwebs, are location agnostic.

Due to the slightly comic language of the agreement that lets me work from home on a regular basis, when the outpost of the bureaucracy where I work is closed, I’m on the hook to log and and carry on business as usual. The catch, of course, is that I’m one of the few people who have taken advantage of this opportunity… which means my snow days are largely made up of sending email and leaving voicemails for people I already know aren’t going to be around to read or listen to them for 24 hours. Yes, it’s ridiculous. No, it doesn’t get after the kind of continuity of operations anyone wants to pretend we have during an emergency. It’s just the way things are.

If sitting around largely talking to myself on a few rare days in the dead of winter buys me a day a week of staying home and working in my fuzzy slippers the rest of the year, it’s a farce I’m perfectly willing to go along with to keep the peace.

Overcome by events…

Before I had even walked through the office doors this morning, I already outlined tonight’s post decrying one of the workplace policies that I find most obnoxious. Due to a confluence of events that, if you told me about second hand, I would never believe, the entire thread of that post was briefly overcome by events this afternoon. Although this age old nemesis wasn’t defeated in detail, it was delivered enough of a punch that I can’t possibly rail against it as I intended.

There was no alternative post in the queue for tonight, so sadly all you get is this small statement of contrition… and my amazed admission that every now and then the asshattery can flow a little slower and a little less deep. It’s a wonder of wonder, but I can indeed still very occasionally be pleasantly surprised by the great fumbling behemoth of the bureaucracy.

What Annoys Jeff this Week?

1. Joy theft. If I’m bluntly honest, I’ll tell you that I spend all day at work wanting to get home and lose myself in a book. By the time I’m home, dinner is made and cleaned up, and I’ve tended the creatures who share my roof, I’m so bleary eyed and tired that getting through a paragraph without my mind wandering is hard. Three nights out of five I can’t seem to focus on the words long enough for it to even be enjoyable. It’s just one more way that paying bills and being responsible conspire to suck all the real joy out of life.

2. Signals over the air. All I want to do in the few minutes between when I pull into the parking lot and when I have to be at my desk is get my morning Twitter update and find some funny, funny memes. Apparently that is too much to ask because for the last two weeks the parking lot has been a large dead zone. I don’t know if it’s my phone, Verizon, or just the Department of the Army trying to suck even a brief flicker of fun out of the surrounding air, but for whatever reason there’s nothing doing on my phone for those ten or fifteen minutes. If you think a few minutes of boredom and mindlessly staring out the windshield is enough to break my spirit and get me to my desk a few minutes earlier than I have to be there, well, it’s like you don’t know me at all.

3. Mushroom status. When grown in a farm setting, many mushrooms are simply left alone in a dark room and fed a steady diet of shit. I’m sure it happens in every organization of more than one person, but this great green machine of ours seems to have honed leaving people out of the loop to a fine art. It’s always exciting to come to the office and find an email from someone working in another organization letting you know that “your boss from high on Olympus said ‘X’ is going to happen.” It’s when you, as the person nominally responsible for “X,” have the exciting opportunity to let that individual know that no one in your own organization has bothered to tell you a fucking thing and thank them for the heads up before launching out on a paper chase to sus out how much time you may or may not have wasted depending on the veracity of your informant’s information.

Just another Monday…

Some Telework Monday’s are an opportunity to engage, do some deep thinking, and apply some rigor to a project or task. Others, by contrast, are every bit as much a shit show as you would ever expect to find in the office.

I’ll just let your imagination decide what kind of Telework Monday today was.

I could try to tell the story by changing names to protect the innocent, but that would imply in some way that everyone involved wasn’t in some way guilty, if even just by association.

As it turns out Mondays are just going to be themselves no matter where you find yourself sitting.

Non-answer answers…

The language of bureaucracy is full of many ways to admit that you have no idea what’s going on in interesting and completely non-committal ways. This afternoon I was in a meeting where I’m pretty sure I used all of them. It’s an awkward feeling, though not in any way surprising or unusual. 

You see, I find myself in the not unfamiliar position of being told that I’m “in charge” of something without being given the corresponding authority to make any actual decisions. This means I’ll spend more time running back to higher echelons and asking “mother may I” and waiting for mother’s response than I will doing anything that might accidentally resemble planning.  

Sure, I’ll perch out on a limb from time to time and make a decision that’s time sensitive. There’s a cost associated with doing that – a limited pool of good will that occasionally lets you execute an end run around the powers that be. It usually ends up with either being required to beg forgiveness or listening to one of the Olympians opine on how it had been their idea all along. 

Mercifully the last thing on earth I want is credit. All I really want is to do a job quietly, professionally, and then head myself towards the barn at the first available opportunity. Frankly I’d prefer than my name stay out of the record as much as possible – because public recognition has a funny way of only serving to attracting more work and I’m not looking to expand into new markets here.

Today was the first of many meetings where most of my responses will inevitably be some variation of “I don’t know.” This is the time of year when I approach peak bureaucrat-ing. It’s a close run contest to decide whether I’ll respond “don’t know” or “that depends” more often over the the next few months.

My 16th year…

Yesterday marked the 16th anniversary of my life in sworn service to our mad uncle. People say that time flies when you’re having fun, but in my experience having fun is entirely optional. Time just flies. Well, more specifically, the years seem to fly. Individual days feel like they might well last for weeks on end. It’s when they get rolled up into their individual 365-count bundles that they race away from you.

From my vantage point here as a solidly mid-career bureaucrat, I won’t pretend there haven’t been some good times. A few of them are probably only good in retrospect and with the benefit of distance from the facts, but that’s probably to be expected. Over the last 16 years I’ve been privileged to meet some of the smartest human beings I’ve ever known. I’ve also met more than a few sniveling, conniving, climbers who I’d happily shank in a dark alley if I ever got the chance – and thought I could get away clean. Not one of that bunch is worth going to prison over, though I hope I’m still around when they inevitably overreach.

About once a year someone on the outside asks if I’d recommend government work. A decade ago I’d have said yes. Government work isn’t going to make you rich, but the pay doesn’t suck, the health and retirement plans are good, and you never have to worry about your employer going out of business. It was a haven for those who value stability – a place of low risk and correspondingly modest rewards. After a decade of living through multiple hiring freezes, multiple pay freezes, and multiple government shutdowns, though, I couldn’t recommend it with a clear conscience these days.

Uncle is no longer a stable employer – pay and benefits are just another political football at risk every year. If you’re going to live with that much uncertainty, you might as well go work in the private sector where you might have a chance at making some real money for assuming the risk that your company or contract won’t be there a year from now. I won’t go so far as saying that both options are equal – but the assessment of whether public service or the private sector is a better place to have a career feels like more of a dice roll now that it has in the last 16 years.

In a few months I’ll climb over the halfway point on the long road to whatever retirement might look like in or about 2035. That feels like a far more important milestone than yesterday’s just passing another year on the job. Who knows, maybe my mood will even improve. Probably not, but it would be a neat trick if it did.

What Annoys Jeff this Week?

1. The perceived speed of time. An entire Saturday runs its course in approximately 1 hour and 37 minutes. By contrast a typical Tuesday afternoon drags on for something like 14 days. Yes, I know it’s largely just a function of the way the conscious mind processes routine experiences and memory building, but damn. I wish I could find a way to bottle that 6am Saturday morning just after I’ve had my first cub of coffee and the whole weekend is still spread out before me feeling. I could use a strong shot of that at least three times a day on any given Monday-Friday. 

2. Moving with purpose. Wherever you go, no matter the time of day, you will find yourself surrounded on all sides by people who seem to be loose roaming out in the world with no particular place to go and no particular time when they need to be there. They walk slow, they drive slow, the veer left or right without warning and for no obvious reason. It’s like these poor misbegotten souls are in need of some basic purpose in life. Any semblance of purpose would be a wild improvement from the norm. Day in and day out it’s these absolute shitbirds that are the most constantly infuriating aspects of any activity that requires leaving the house and interacting with people. 

3. Ask for what you want (but first know what you’re looking for). I’ve been at this kind of work almost 16 years now. I generally know the back story. I know where the bodies are buried. I know why some projects succeeded and why others failed. I’ve been around long enough now to remember the last time someone had your “brilliant new idea.” If you want my help, all you really need to do is ask for it… but when you do, it’s best to ask for what you actually want. Don’t ask me for a brief history of Process X and then tell me that wasn’t what you wanted once I gin up the information for you. If you don’t know the name of the thing you want me to talk to you about, try describing it. Give me some detail. Don’t just keep saying Project X repeatedly and thinking that we are in any way communicating. If it’s obvious by the information I’ve provided that my attempt at deciphering your meaning has failed, you should probably come at it from a different angle of attack. I don’t generally want to stonewall anyone. My goal is to get the information you want processed and off my desk as quickly as possible – because that’s the most direct path to reach my overall objective of getting you to stop bothering me. I’ve developed many skills over the first half of my career – but reading entrails and divination remain, sadly, beyond my grasp.

Predicting the future…

Now that I’ve spent a day at the office, it feels like 2019 is well and truly underway. The meetings, the phone calls, the email, the regular and recurring requests to change “happy” to “glad” on every piece of paper leaving my desk… the calendar may be changed, but the new year feels reliably like the old. It is, if nothing else, the devil I am extremely well acquainted with by the point. 

Everyone wants to start off the new year drunk on champagne and optimism – believing in spite of themselves that surely this year will be better than the last. I’ve always thought such optimism was a funny attitude with which to go through life – especially after living through a few decade’s worth of new years and finding that the only thing that ever really changes is the date.

I’m not saying that the new year needs to be welcomed with doom and gloom, just that we collectively heap the time of year with mounds of unreasonable expectations. I try to be a bit more circumspect in acknowledging the arrival of 2019. Taken on average, some things will be marginally better. Other things will be marginally worse. A few things will swing wildly in one direction or the other. Mostly I expect that things will muddle through largely unchanged year over year.

So far my ability to predict the future is remarkably prescient. 

And we’re back…

Assuming I keep up with it so long, I think I can safely say that this blog will expire on or about the day I retire. It turns out that when I don’t have the job sucking every ounce of fun out of five days each week, I really just don’t have that much to say. That explains the spotty schedule of posting I maintained over the last couple of weeks. Not only didn’t I have much to say, but I had virtually no interest in sitting down and writing up whatever was rattling around in my head. It turns out you don’t need much catharsis when you don’t have something agitating the hell out of you on a regular basis.

The good news, or bad news, depending on your perspective is that the days of not needing to vent my spleen on a regular basis are still far off in the future. Now that we’re back on the normal schedule, I have a feeling that my notebook will soon be refilled with all manner of angst-causing stories just begging to be told.

Look, I’m thankful for the pay check – and glad I’m not one of those poor bastards at State, or Treasury, or Homeland Security either working for nothing or stuck sitting around waiting and wondering when the next direct deposit is going to hit. That shouldn’t put anyone under the delusion that there’s nothing I’d rather being doing than clearing two weeks worth of emails from my inbox while scouring them for the one or two nuggets that might need some actual attention.

We’re back… and that’s probably a good thing in that long march out towards the back half of this career… but don’t think for a minute I’m not missing the long, lazy days when a few critters and a good book was more than enough to fill the passing hours.

Executive parking…

Being a “senior leader” can’t be easy. I speculate that at best they’re surrounded by a few dozen “true believers” who have wholeheartedly embraced their vision of the future and then six thousand other assholes who only show up because they’re being paid to and don’t much care about someone’s vision beyond how it may impact them and their continued ability to pay a mortgage and put food on the table.

The biggest difference I notice isn’t actually in the conference room, though. It’s in the parking lot first thing in the morning. The run of the mill line employees start showing up at 6:00, maybe 6:30, basically as early as whoever they report to will allow them to come in. The flood gates open between 7:00 and 8:00. While the cubicles fill, I’ve noticed the reserved “executive” parking spots directly in front of the building remain almost consistently unoccupied until 8:30 or maybe 9:00. 

I’m not in any way assuming that means the people whose cars occupy those spaces are lazing about in bed while a weary workforce struggles into the office. It’s just that they are thinking and operating differently. For me, and I assume most of the rest of the masses, the operational intent is to start the day as early as possible, let 8.5 hours elapse, and then get the hell home as expeditiously as possible. 

The seniors, either by choice or necessity, start their days later and inevitably end up ending them later – much later in many cases. They’re the ones who wonder why people rolls their eyes when they mention scheduling a 6pm meeting or why their workforce doesn’t want to participate in evening or “non-duty hours” social events. Again, I can only speculate that because they don’t see the cars in the parking lot at 6:30 AM, they feel slightly betrayed that theirs are the only ones left in it at 6:30 PM.

One on one, outside of the cubicle hell that we inhabit, senior leaders are probably decent enough people with their own interests and personalities. Their lofty position in the c-suite gives them a necessarily different perspective. On a day to day basis, though, my assessment is that we are simply two very different creatures, with distinctly different motivations, who just happen to be residing under the same roof for about a third of every weekday.
